§ 4-3.801. Clinging to moving vehicles.¶
No person shall attach him or herself with his or her hands, or catch on, or hold on with his or her hands or by other means to any moving vehicle for the purpose of receiving motive power therefrom.

§ 4-3.802. Riding or driving on sidewalks.¶
No person shall ride, drive, propel, or cause to be propelled any vehicle or animal across or upon any sidewalk or pedestrian path, except over permanently constructed driveways and except when it is necessary for any temporary purpose to drive a loaded vehicle across a sidewalk; provided, however, horses may be ridden on paths which are not marked exclusively as pedestrian paths; and provided, further, such sidewalks or paths shall be substantially protected by wooden planks two inches thick and written permission shall be previously obtained from the Chief of Police. Such wooden planks shall not be permitted to remain upon such sidewalk or path during the hours from 6:00 p.m. to 6:00 a.m.

§ 4-3.803. Riding or driving on bridle paths.¶
No person shall ride, drive, propel, or cause to be propelled any vehicle upon any bridle path or other pathway constructed for the purpose of accommodating equestrian traffic.

§ 4-3.804. Riding or driving on new pavement and markings.¶
No person shall ride or drive an animal or any vehicle over or across any newly-made pavement or freshly-painted marking in any street where a barrier sign, cone marker, or other warning device is in place warning persons not to drive over or across such pavement or marking, or where any such device is in place indicating that the street, or any portion thereof, is closed.

§ 4-3.805. Obedience to barriers and signs.¶
No person, public utility, or Town department shall erect or place any barrier or sign on any street, unless of a type approved by the Chief of Police, or disobey the instructions of, remove, tamper with, or destroy any barrier or sign lawfully placed on any street by any person, public utility, or Town department.

§ 4-3.806. Obstructing traffic by entering intersections.¶
No operator of any vehicle shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.

§ 4-3.807. Limited access roadways—Entering and leaving.¶
No person shall drive a vehicle onto or from any limited access roadway except at such entrances and exits as are lawfully established.

§ 4-3.808. Commercial vehicles using private driveways.¶
No person shall operate or drive a commercial vehicle in, on, or across any private driveway approach, sidewalk area, or the driveway itself without the consent of the owner or occupant of the property if signs or markings are in place indicating that the use of such driveway is prohibited.
For the purposes of this section, a commercial vehicle shall mean a vehicle having a rated capacity in excess of one-half ton.

§ 4-3.809. Vehicles using private property.¶
(a) Driver's License Required. No person shall drive a motorcycle, motor-driven cycle, or motor vehicle (other than an implement of husbandry, a farm tractor, or a motor-assisted bicycle) upon any private property within the Town or upon any private road or driveway in the Town (unless such private road is then subject to the regulatory provisions of the Vehicle Code) unless he or she holds in his or her possession a valid driver's license.
(b) Vehicle Registration Required. No person, whether he or she is licensed or not, shall drive any motorcycle, motor-driven cycle, or motor vehicle (other than an implement of husbandry, a farm tractor, or a motor-assisted bicycle) upon any private property within the Town or upon any private road or driveway in the Town (unless such private road is then subject to the regulatory provisions of the Vehicle Code) unless such motorcycle, motor-driven cycle, or motor vehicle is duly registered with the Department of Motor Vehicles of the State pursuant to the provisions of the Vehicle Code, and evidence of such registration is displayed pursuant to the provisions of the Vehicle Code applicable to public highways.
(c) Consent of Owner Required. No person shall operate any motor vehicle, motorcycle, or motordriven cycle (except a motor-assisted bicycle) on any private property within the Town without the prior express consent thereto of the owner or other person in control of such premises.

§ 4-3.810. Tracking dirt on streets.¶
It is unlawful for any person, by the tracking of motor vehicles or horse-drawn vehicles or in any other way, to cause the accumulation or deposit of dirt, mud, sand, rocks, gravel, sticky substances, litter, foreign matter, or debris on the surface of any street, alley, or other public place of the Town.
