Sec. 8-10.01. - Definitions.¶
As used in this chapter:
Commercial vehicle means any vehicle which is designed, used or maintained primarily for the transportation of property or persons for hire, compensation, or profit.
Oversized vehicle means any vehicle which exceeds twenty-three (23) feet in length; or exceeds eighty (80) inches in width; or exceeds 82 inches in height. Oversized vehicles do not include pickup trucks which are taller than eighty-two (82) inches or wider than eighty (80) inches; provided that they do not have a camper shell which exceeds the height of the cab and overhangs the sides of the vehicle.
Permit means a permit issued by the City of Lomita pursuant to the provisions of this chapter.
Resident means any person who lives in a dwelling unit located within the City of Lomita.
Trailer means a trailer, semi-trailer, camp trailer, un-mounted camper, or trailer coach as defined in the California Vehicle Code.

Sec. 8-10.02. - Oversized vehicle parking prohibited; enforcement.¶
(a) No person shall park or leave standing any oversized vehicle on any public street, highway, alley, or other public way or public place in the City of Lomita, except as indicated in section 8-10.03.
(b) Each day that a violation continues shall be a new and separate offense.
(c) Oversized vehicles will be cited using an escalating fine schedule. The first offense is fifty dollars ($50.00), the second offense is one hundred dollars ($100.00), and the third offense is two hundred dollars ($200.00). Oversized vehicles may be towed by the Lomita Sheriff Station or Lomita's Community Safety Division if located for a fourth time.
(d) All permitted oversized vehicles must display the permit on their rearview mirror otherwise, the vehicle will be cited according to section 8-10.02(c).
(e) Oversized vehicles displaying a permit which was not assigned to it will be subject to fines and eventual towing according to section 8-10.02(c).
(f) Vehicles with attached trailers are not to park within five hundred (500) feet of a commercial zone and will otherwise be cited according to Section 8-10.02(c).

Sec. 8-10.03. - Exceptions.¶
The prohibition contained in section 8-10.02 subsections (a)—(e) shall not apply to any of the following:
(a) An oversized vehicle displaying a valid and current oversized vehicle parking permit issued pursuant to section 8-10.04, for the duration of the permit.
(b) Commercial vehicles making pickups or delivery of goods, wares, or merchandise, or while providing services to a residence, including, but not limited to, yard maintenance, pool care and maintenance, repairs, and construction services.
(c) Tow trucks and similar vehicles that are in the course of providing services.
(d) Public or utility vehicles that are in the course of providing services.
(e) Any emergency vehicle.

Sec. 8-10.04. - Permits.¶
(a) After a complete application has been submitted demonstrating residency in the City of Lomita, the City of Lomita shall issue a permit to allow a resident to park a specific trailer or oversized vehicle on city streets for a period of not more than seventy-two (72) hours. However, no permit shall be issued until the applicant has paid all his or her outstanding parking citations, including all civil penalties and related fees. There is no fee attached to the oversized vehicle (OV) permits. No vehicle or person may receive more than ten (10) permits under this section during a calendar year. Issuance of consecutive permits will only be issued twice during a calendar year; however, the OV must move one hundred (100) feet following the expiration of their first permit in order to comply with the City of Lomita's seventy-two (72) hour parking restrictions.
(b) Duration. Parking permits shall be valid for seventy-two (72) hours and specify the dates it is active, and the vehicle it is issued for.
(c) Parking permits. Applicants shall be required to present proof of residency within the City of Lomita. All parking permits shall be imprinted with the permit number of the resident applicant. All parking permits must be displayed on the rearview mirror of the permitted oversized vehicle; otherwise, the vehicle will be cited according to section 8-10.02. In addition, the vehicle or trailer must be parked within one thousand (1,000) feet of the owner's residence.
(d) Availability of parking. A permit shall not guarantee or reserve to the holder thereof an on-street parking space within the City of Lomita.
(e) Permitted OVs must move for street cleaning and otherwise obey all other parking and traffic laws.
