Sec. 8-5.01. - Driving or parking in public parks.

(a) No person shall drive a vehicle into, in or through any public park; and no person shall park or stop a vehicle in a public park, other than in a designated parking area.

(b) A person may park a vehicle in a designated parking area in a public park only during permitted hours, and then only in spaces or stalls specifically marked for parking purposes. A person may drive a vehicle in a public park only on those portions of the public park set aside specifically for public parking and access to public parking. A person may drive and park in a public park with the written permission of the city manager. The written permission shall specify the times at which and during which a person may drive or park in a public park.

(c) Any person violating the sections of this section shall be guilty of a misdemeanor.

Sec. 8-5.02. - Parking overnight in the public parking portion of city parks and city…

(a) No person shall stop, stand, or park any vehicle in the designated parking area of city parks or city hall between the hours of 2:00 a.m. and 6:00 a.m. Violators will be subject to citation, towing, or both. Violators may be towed at the owner's expense.

(b) Signs shall be posted in the public parking portion of city parks and city hall stating the permissible parking hours and the penalties for violation of this section.

(c) The prohibition in subsection A. does not apply to those vehicles parked at city parks and city hall with written approval for overnight parking from the city manager or the parks and recreation department in conjunction with a special event that requires overnight parking of vehicles. Every vehicle so approved for overnight parking shall display a permit issued by the city in the front windshield of the vehicle when parked between the hours of 2:00 a.m. and 6:00 a.m.

Any person violating the sections of this chapter 5 of title VIII shall be guilty of a misdemeanor.
