Sec. 8-3.01. - Adoption of Los Angeles County highway permit ordinance; certificates of…¶
(a) [Adoption.] Except as hereinafter provided, Ordinance No. 3597, as amended and in effect June 23, 1967, of the County of Los Angeles, and Ordinance No. 12,038 of the County of Los Angeles amending said Ordinance No. 3597, which ordinance regulates streets and highways and provides for permits for the moving of buildings and the making and repairing of curbs and sidewalks, are hereby adopted by reference by the city as if set forth in full herein.
Three (3) copies of said ordinances are on deposit in the office of the city clerk and shall be at all times maintained by the city clerk for use and examination by the public.
(b) Certificates of insurance. If an applicant for a building or encroachment permit is required, as a condition for the issuance of such permit, to indemnify the city, and/or the County of Los Angeles where the county is providing services to the city related to such permit, from liability or responsibility for any damages or injury to persons or property occurring as a proximate result of activities undertaken pursuant to the permit applied for, the applicant may be required to file a certificate of insurance evidencing coverage of the city, and the County of Los Angeles where the county is providing services to the city related to such permit, of not less than five hundred thousand dollars ($500,000.00) for bodily injury and/or one hundred thousand dollars ($100,000.00) for property damage liability to assure compliance with the foregoing indemnification.

Sec. 8-3.02. - Definitions.¶
Whenever any of the following names or terms are used in said Ordinance No. 3597, each such name or term shall be deemed and construed to have the meaning ascribed to it in this section as follows:
(1) County, County of Los Angeles, or unincorporated area shall mean the City of Lomita.
(2) Superintendent of streets shall mean the road commissioner of the County of Los Angeles or such other person as may be appointed to act in such capacity by the city council from time to time by resolution or minute order.
Sec. 8-3.03. - Angle parking.¶
(a) General regulations. Whenever the board finds that the width of a highway and traffic conditions are such that the parking of vehicles at an angle to the curb instead of parallel to the curb will not impede traffic, and that there is need for the additional parking space which parking at an angle will provide, the commissioner shall indicate at what angle traffic conditions make it desirable that vehicles should be parked by placing parallel white lines on the surface of the roadway. On such portions of such highways, whether such lines were painted before or after the effective date of the ordinance codified in this chapter, an operator shall not stop, stand or park any vehicle except between, at the angle indicated by, and parallel to both such adjacent white lines, with the nearest wheel not more than one (1) foot from the curb.
(b) Areas enumerated. For the purpose of this section no operator shall stand or park any vehicle unless the vehicle is headed toward the curb in the direction of traffic at an angle of approximately forty-five (45) degrees from such curb; except that no person shall stand or park a vehicle exceeding twenty (20) feet in overall length.
(c) Permissible areas: Angle parking is permitted at the following locations—1. Narbonne Avenue (west side only) between the alley north of Lomita Boulevard and 243rd Street.

Sec. 8-3.04. - Adoption of amendment to county highway permit ordinance.¶
There is hereby adopted by reference Ordinance No. 85-0168 of the County of Los Angeles, which said ordinance amends Ordinance No. 3597 of the County of Los Angeles, adopted in section 8-3.01 of this Code. The amendment shall regulate the matters covered therein, and is hereby adopted by reference by the city as if set forth herein.
Three (3) copies of Ordinance No. 85-0168 have been and are on deposit in the office of the city clerk and shall at all times be maintained by the city clerk for use and examination by the public.
