Sec. 9-1.01. - Design approval required—Council-approved projects.¶
City council approval is required for the design of every public works project for which city council approval is required. The city council shall, prior to approving the project, approve the plan or design of the project. The construction of the project shall be in conformity with the standards of the plans so approved and shall not depart from them unless the city council approves the alteration.

Sec. 9-1.02. - Same—Staff-approved projects.¶
For those city construction projects or improvements not required to be approved by the city council, the city manager is hereby authorized and required to review and approve the plan or design. Any such project or improvement shall be constructed in conformity with the plan or design approved by the city manager. If changes are made to a design approved by the city manager, said changes must be reviewed and approved by the city manager before construction may proceed.
