10.04.010 Definitions Generally.¶
A. The following words and phrases, when used in this title, shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.
B. Whenever any words or phrases used herein are not defined, but are defined in the Vehicle Code, and amendments thereto, such definitions shall apply. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.020 Central Traffic District – Boundaries.¶
All streets and portions of streets within the area described as follows: All that area bounded by the west line of the Northwestern Pacific Railroad right-of-way on the east; the west line of Locust Street on the west; the north line of Madrone Avenue on the south; and the north line of Doherty Drive on the north, and including the following listed streets: Both sides of King Street from Monte Vista Avenue to Locust Street, both sides of Cane Street from Magnolia Avenue to Holcomb Street, both sides of Ward Street from the west side of the Northwestern Pacific Railroad right-of-way to the west side of Locust Street, both sides of Post Street from Magnolia Avenue to Locust Street, both sides of Doherty Drive from Magnolia Avenue to the east side of Plaza
Drive, both sides of Locust Street from King Street to the north side of Ward Street, and both sides of Magnolia Avenue to the north line of Madrone Avenue. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.030 Bon Air Shopping Center.¶
Beginning at a point in the southerly right-of-way line of Sir Francis Drake Highway, which point is the northeasterly corner of that parcel shown and delineated on “Map of Bon Air Subdivision No. One, Larkspur, Marin County, California,” which map was recorded in the Office of the County Recorder of Marin County, on February 9, 1950, in Book 6 of maps at page 95, at the intersection of El Portal Drive with Sir Francis Drake Highway; thence from said point of beginning south 27° 20' 20" west 50 feet, south 62° 39' 40" east 57.0 feet, south 27° 20' 20" west 37.64 feet, south 46° 01' 10" east 56.76 feet, south 33° 48' 10" east 253.46 feet, south 28° 19' 05" east 72.64 feet and south 22° 50' east 92.11 feet to the most northerly corner of Lot 46, as said lot is shown on that certain map entitled, “Map of Bon Air Subdivision Four, Larkspur, Marin County, California,” which map was filed in the Office of the County Recorder on October 19, 1960, in Volume 10 of maps at page 83; thence easterly and southerly along the boundary of the lands shown on said “Map of Bon Air Subdivision Four” to the northerly line of Corte Madera Canal; thence easterly along said northerly line of Corte Madera Canal to the easterly line of the state highway commonly known as U.S. 101, at its approach from Sir Francis Drake Highway; thence northerly and westerly along said state highway approach and the southerly line of Sir Francis Drake Highway to the point of beginning. 10.04.040 Northern Magnolia Avenue Shopping Area.¶
Both sides of Magnolia Avenue beginning at the southeasterly property line of Assessor’s Parcel No. 20-066-04 with a bearing of south 35°, west 20', and running to its intersection with College Avenue at the northern corporate limits. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.050 Escalle Village.¶
A. Upper driveway: Beginning at a point which bears south 20° 45' 00" west 7.47 feet from the most southerly corner of Lot 13 as said lot is shown on that certain map entitled “Escalle Vineyard Tract” filed December 18, 1905, in Book 2 of Maps at Page 48, Marin County Records and running thence from said point of beginning south 69° 15' 00" east 50.22 feet; thence along a tangent curve to the right having a radius of 110.00 feet, through a central angle of 28° 20' 55", an arc length of 54.43 feet; thence along a curve to the left whose center bears south 14° 13' 31" east having a radius of 32.00 feet, through a central angle of 36° 51' 52", an arc length of 20.59 feet; thence along a curve to the left whose center bears south 47° 19' 31" west having a radius of 90.00 feet, through a central angle of 26° 34' 31", an arc length of 41.74 feet; thence north 69° 15' 00" west 85.29 feet; thence along a tangent curve to the left having a radius of 13.00 feet, through a central angle of 152° 43' 00", an arc length of 34.65 feet; thence south 41° 58' 00" east 32.67 feet; thence along a tangent curve to the right having a radius of 50.00 feet, through a central angle of 11° 30' 32", an arc length of 10.04 feet; thence north 70° 11' 00" east 6.19 feet; thence along a curve to the right whose center bears south 70° 11' 00" west having a radius of 185.00 feet, through a central angle of 62° 09' 14", an arc length of 200.69 feet; thence south 12° 20' 14" west 84.29 feet; thence south 47° 39' 46" east 24.25 feet; thence south 21° 39' 46" east 12.00 feet; thence south 68° 20' 14" west 62.00 feet; thence north 21° 39' 46" west 19.00 feet; thence north 40° 20' 14" east 21.99 feet; thence north 12° 20' 14" east 114.45 feet; thence along a curve to the left whose center bears north 46° 01' 37" west having a radius of 160.00 feet, through a central angle of 59° 43' 01", an arc length of 166.76 feet; thence along a tangent compound curve to the left having a radius of 30.00 feet, through a central angle of 26° 13' 22", an arc length of 13.73 feet; thence north 41° 58' 00" west 39.00 feet; thence north 33° 28' 00" west 18.15 feet; thence north 66° 30' 00" west 3.47 feet; thence north 23° 30' 00" east 10.00 feet; thence along a tangent curve to the right having a radius of 28.00 feet, through a central angle of 20° 27' 46", an arc length of 10.00 feet; thence north 86° 57' 46" west 12.00 feet; thence along a curve to the right whose center bears south 86° 57' 46" east having a radius of 40.00 feet, through a central angle of 107° 42' 46", an arc length of 75.20 feet; thence south 69° 15' 00" east 45.56 feet to the point of beginning of the parcel of land herein described, containing 14,315 square feet, more or less.
B. Lower driveway: Beginning at a point which bears north 54° 30' 00" east, 104.30 feet and south 35° 30' 00" east 2.00 feet from the most southerly corner of Lot 13 as said lot is shown on that certain map entitled “Escalle Vineyard Tract” filed December 18, 1905, in Book 2 of Maps at Page 48, Marin County Records and running thence from said point of beginning south 35° 30' 00" east 25.00 feet; thence north 54° 30' 00" east 13.00 feet; thence along a curve to the right whose center bears south 26° 45' 13" west having a radius of 159.00 feet, through a central angle of 95° 14' 23", an arc length of 264.30 feet; thence south 23° 44' 52" west 17.30 feet; thence along a curve to the left whose center bears north 25° 12' 16" east having a radius of 84.00 feet, through a central angle of 1° 27' 24", an arc length of 2.14 feet; thence south 66° 15' 08" east 23.97 feet; thence north 23° 44' 52" east 16.27 feet; thence along a curve to the left whose center bears north 58° 50' 37" west having a radius of 185.00 feet, through a central angle of 90° 11' 54", an arc length of 291.24 feet; thence north 59° 02' 31" west 27.42 feet; thence south 54° 30' 00" west 30.94 feet to the point of beginning of the parcel of land herein described, containing 8,571 square feet, more or less. 10.04.060 Holidays.¶
Within the meaning of this title for the purpose of exemption from time limit parking, the following are considered as holidays: All Sundays, New Year’s Day, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. If the above holiday falls upon a Sunday, the Monday following is a holiday. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.070 Official Time Standard.¶
Whenever certain hours are named herein, they mean standard time or daylight savings time as may be in current use in this City. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.080 Park.¶
“Park” means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.090 Coach.¶
“Coach” means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.100 Council.¶
“Council” means the City Council of the City of Larkspur. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.110 Curb.¶
“Curb” means the lateral boundary of the roadway, whether such curb is marked by curbing construction, or not so marked; the word “curb,” as herein used, shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies. 10.04.120 Divisional Island.¶
“Divisional island” means a raised island located in the roadway and separating opposing or conflicting streams of traffic. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.130 Loading Zone.¶
“Loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.140 Parkway.¶
“Parkway” means that portion of a street other than a roadway or a sidewalk. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1, 1975)
10.04.150 Parking Meter.¶
“Parking meter” means a mechanical device installed within or upon the curb or sidewalk area, immediately adjacent to a parking space, for the purpose of controlling the period of time occupancy of such parking meter space by any vehicle. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.160 Pedestrian.¶
“Pedestrian” means any person afoot. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.170 Police Officer.¶
“Police Officer” means every officer of the Police Department of this City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.180 Roadway.¶
“Roadway” means that portion of a public right-of-way which is improved by paving. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.190 Stop.¶
“Stop,” when required, means complete cessation of movement. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.200 Sidewalk Area.¶
“Sidewalk area” includes all that area between a property line and curbing, or traveled roadway if there is no curbing. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
10.04.210 Vehicle Code.¶
“Vehicle Code” means the California Vehicle Code. (Ord. 1030 § 2(8), 2018; Ord. 526 § 1 (part), 1975)
