§ 10.68.010. Duty to remove.¶
Upon notice being given by the city traffic engineer or chief of police to any person who installs, sets out or maintains, or causes, permits or allows to be installed, set out or maintained, any sign, wall, hedge, shrubbery, natural growth or other obstruction to visibility or intersection, such person shall, within the time set forth in the notice, at his or her own expense remove or eliminate such obstruction to cross-visibility.

§ 10.68.020. Removal by city.¶
On the failure of the owner to comply with the notice to remove or eliminate such obstruction, the city may cause such obstruction to be removed and shall have an action at law to recover the expense of such removal, attorneys fees and costs. Should such owner dispute or deny the existence of the obstruction, or refuse to remove or permit the removal of the obstruction to cross-visibility, the city council, in the name of the people of the city, shall commence an action to abate the obstruction to cross-visibility as a public nuisance.

§ 10.68.030. Continuation of obstruction unlawful.¶
Any person installing, setting out or maintaining or causing or suffering to exist any obstruction to cross-visibility after the service of the notice to remove or eliminate such obstruction as provided in this chapter, in addition to any civil liability therefor, is guilty of a misdemeanor.

§ 10.68.040. Scope of provisions.¶
No obstruction to cross-visibility shall be deemed to be excepted from the application of this chapter because of its being in existence at the time of the adoption of this chapter, unless expressly exempted in this code.
