§ 10.64.010. Permit required—Restrictions.

The city manager or his or her designee shall grant a parade permit if he finds the following:

A. The conduct of the parade will not substantially interrupt the safe and orderly movement of traffic in the city and will not damage public property;

B. The conduct of the parade will not divert so many police officers of the city to properly police the parade as to prevent normal police protection of the city;

C. The concentration of persons, animals and vehicles in and about the parade will not unduly interfere with proper police and fire protection to the city;

D. The parade is scheduled to move from place to place without unreasonable delays;

E. The parade is not held for the sole purpose of advertising any product, goods or event for private profit.
