§ 10.60.010. Speed restriction.

The operator of any steam, diesel, electric or gasoline railroad train, car, or other rolling equipment shall not run, drive or permit to be run or driven, such train, car or equipment into, upon or across any street at a speed greater than is reasonable or prudent having due regard for traffic and weather conditions and in no event at a speed which endangers the safety of persons or property. The speed of any such train or equipment not in excess of the limit specified in this chapter is lawful, unless clearly proved to be in violation of the basic rule. The speed of any such train, car or equipment in excess of any of the limits specified in this section is prima facie unlawful unless the defendant can establish by competent evidence that the speed in excess of the limit did not constitute a violation of the aforesaid basic rule. The prima facie limit referred to in this section is forty-five miles per hour across and over streets entirely within the city.

§ 10.60.020. Flagmen or warning device required at night.

No person shall stop, shunt or switch any railroad freight car or train or railroad cars upon, along or across any street entirely within the city not protected with mechanical warning signal or devices during the period from one-half hour after sunset to one-half hour before sunrise, unless a lighted flare is placed on the side of the track at each crossing when trains are on the track, or a competent flagman proceeds in advance of the forward or backward movement of such train and signal with a white or red light or flare.

§ 10.60.030. Blocking street prohibited.

No person shall operate any steam, electric, diesel or gasoline propelled railroad train, car or other rolling equipment or permit the same to remain standing so as to block the movement of traffic upon any street entirely within the city for a period of time longer than five minutes.
