Sec. 40-203. - Residential, commercial and industrial zones.¶
No person who owns or is in possession of any parcel in a residential zone nor the operator of any vehicle shall permit the parking or standing of any vehicle as defined in Vehicle Code § 670, whether operable or not, in any yard area visible from a public street, except upon a paved driveway or paved ancillary parking as defined in section 44-10, unless the parked or stored vehicle is screened from each public street abutting the parcel by opaque fencing, six feet in height, in accordance with applicable zoning standards, nor shall any person permit the parking, standing or storing of any vehicle on any landscaped area within any commercial or industrial zone.

Sec. 40-204. - Entry on public or private property.¶
In the enforcement of this division, members of the Police Department may enter upon public or private property to examine a vehicle or parts thereof, or obtain information as to the identification of a vehicle, or owner or agent of the property.

Sec. 40-205. - Other regulations.¶
The provisions of this division are not the exclusive regulations applicable to the parking, standing, or storing of vehicles, whether operable or not, within the City. They shall supplement and be in addition to the other regulatory codes, statutes and ordinances heretofore or hereafter enacted by the City, State, or any other legal entity or agency having jurisdiction.
