Sec. 40-304. - Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Commercial center means a group of stores or a combination of stores and other commercial establishments, planned, developed, owned, and managed as a unit, including any parking areas and pedestrian walkways on the premises.

Pedestrian walkway means an area which is closed to vehicular traffic and which is designed for pedestrian travels, including but not limited to a sidewalk, walkway, or courtyard.

Roller skate means any footwear, or device which may be attached to footwear, to the bottom of which wheels are attached in any configuration and which may be used by the wearer in moving.

Skateboard means a board of any substance which has wheels attached to it and which is designed to be propelled by pushing, pulling, or gravitational or mechanical forces.

Sec. 40-305. - Prohibited uses.

(a) No person shall use a skateboard or roller skates in a manner which:

(1) Threatens injury to persons or property;

(2) Creates an obstruction or presents a hazard to the free use of public or private property by pedestrians or motorists.

(b) No person shall operate or use any skateboard or roller skates within a commercial center or upon any public sidewalk adjacent to a commercial center if the owner of the commercial center has caused signs to be posted prohibiting such operation or use.
