2.56.010 Filing of claims and demands--Council consideration--Payment--Salary .

No demand against the city shall be allowed by the city council nor an order or warrant ordered drawn paying the demand at any time other than a meeting of the council and unless the claimant shall have filed with the city administrator his itemized demand in writing, giving date of services rendered, the character of work done, the number of days engaged therein, the supplies and material furnished, and to whom furnished, the quantity and price paid therefor, which claim must be verified by affidavit of claimant or some competent person for him, stating that the items therein are true and correct and that no portion thereof has been paid. If the work was done for, or the supplies furnished to, any official of the city or committee of the council in its official capacity, such demand must also bear the written approval of such officer or chairman of such committee; provided, however, that an order or warrant for the regular monthly salary of an official of the city may be drawn by the mayor and countersigned by the city treasurer on the first regular meeting in the month following the one for which such services for which payment is made were performed, without the demand of the official being so made or filed with the city administrator.

2.56.020 Authority to draw warrants .

No order or warrant upon the city treasury shall be drawn unless pursuant to a provision of this code, an ordinance, resolution or motion duly passed by the city council and unless there is sufficient money in the fund upon which it is drawn to meet the same.

2.56.030 Form and contents of warrants .

All warrants, orders, or checks upon the city treasury for the payment of any money shall be signed by either the mayor or one of such members of the city council as are authorized to so sign by minute motion of the city council and shall be countersigned by the city treasurer or, in his or her absence, by that person designated as the deputy city treasurer by minute motion of the city council. In every warrant, order or check so drawn shall be specified the name of the person to whom the same is payable, the date and amount thereof, the services or indebtedness for which it is to be issued and the fund out of which it is to be paid and shall be made payable to the person named therein or to his or her order.

2.56.040 Facsimile signatures .

Any person required, or authorized, pursuant to Section 2.56.030, to sign, or countersign, any warrant, order or check upon the city treasury may execute such warrant, order or check by means of a facsimile signature in lieu of his or her manual signature upon the filing and certification of such person's manual signature in accordance with the Uniform Facsimile Signature of Public Officials Act (California Government Code Sections 5500 et seq.) as the same now exists or as may be amended from time to time. The authority to utilize facsimile signatures in accordance with this section shall not be applicable to any warrant, order or check when the amount payable thereby is in excess of ten thousand dollars, in which case the signatures of the persons required or authorized to sign or countersign shall be affixed manually.
