2.04.010 Council chambers .

The council chambers of the city council shall be at the Council Chambers, City Hall, 13700 La Mirada Boulevard, La Mirada, California.

2.04.020 Council meetings .

The city council shall hold two regular meetings each calendar month, together with such study sessions of the city council as may be deemed appropriate. These meetings shall be held on the dates, times and in such locations as specified by the Council by resolution in accordance with California Government Code Section 36805.

2.04.030 Discussion procedure .

While discussing any question under consideration by the council or during the course of any public hearing it shall be the duty of the members of the city council to remain seated and address their remarks to the presiding officer and their fellow members. Any remarks or orders to the audience shall be addressed by the presiding officer, or with his permission by members of the council.

2.04.040 Copy of minutes .

Immediately following each council meeting, the city clerk shall send a typewritten copy of the minutes thereof to each member of the city council at their respective addresses as given by them to the city clerk. Thereafter, the reading of such minutes by the city clerk at the following meeting may be dispensed with by a majority vote of the members present.

2.04.050 Special meetings .

Special meetings may be called at any time by the mayor or by a majority of the members of the city council, provided written notice is given to each city council member and each local newspaper of general circulation and each radio or television station requesting notice in writing, and further provided said notice is given in such form and in the manner prescribed in California Government Code Section 54956, or any successor provision thereto. The required notice shall specify the time and place of the special meeting and the business to be transacted or discussed. No other business shall be considered at such meeting. The required written notice may be dispensed with as to any member who, at or prior to the time the meeting convenes, files with the city clerk a written waiver of notice. Said waiver may be given by telegram. The required written notice may also be dispensed with as to any city council member who is actually present at the meeting at the time it convenes. The required written notice shall be posted at least twenty-four hours prior to the special meeting in a location that is freely accessible to members of the public.

2.04.060 Mayor .

The mayor shall be a member of city council and elected by members of the city council. The mayor shall be elected to such office for a term of one year.

No councilmember may hold the office of mayor for two successive terms; however, any councilmember may be elected to the office of mayor when he or she has not held such office for the year immediately preceding the councilmember’s election to such office.

The election for mayor shall be held at the time prescribed by Section 36801 of the Government Code whereby following the declaration of the election results and the installation of elected officials, the city council shall choose one of its number as mayor, and one of its number as mayor pro tempore. In non-city council election years, the election for mayor and mayor pro tempore shall be held at the first regular meeting of the city council in the month of June.

The mayor may make or second any motion and present or discuss any matter as a member of the city council. The mayor shall preside at the meetings of the city council and shall have such other duties as may be prescribed by law. 2.04.070 Vice-mayor .

In order to expedite the orderly procedure of the city council meetings, in the event the mayor cannot be present, the council shall also elect some other member of the city council who shall act as mayor pro tempore in his absence. The mayor pro tempore shall be known as the vice-mayor of the city.

2.04.080 Order of business .

The order of business of each regular meeting of the city council shall be in the manner and method as may be prescribed from time to time by resolution of the city council.
