§ 2.45.010. System established.

The city council shall by resolution establish a purchasing system in order to provide efficient procedures for the purchase of supplies and equipment; to secure supplies and equipment at the lowest possible cost commensurate with quality needed; to exercise positive financial control over purchases and to define authority for the purchasing function.

§ 2.45.020. Designation of purchasing functions.

The city manager is assigned overall purchasing responsibilities for all the departments and divisions of the city. To discharge these responsibilities, the city manager may designate such other person or persons as he/she deems necessary to insure compliance with the laws, rules and regulations governing the purchasing of supplies and equipment.

§ 2.45.030. Purchasing officer duties.

There is created a position of purchasing officer who shall be the finance director unless otherwise specified by the city manager. The purchasing officer shall have general supervision and responsibility for the purchasing of supplies and equipment and shall utilize resources within the departments to comply with the specified duties. The duties of the purchasing officer may be combined with those of any other officer or position.
