Chapter 17.38 — S-F—SECONDARY FLOOD PLAIN DISTRICT

§ 17.38.010. Purpose. ¶
This district is intended to be applied to properties which lie within that portion of the national floodway between the limits of the designated floodway and the limits of the flood plain, or where inundation may occur, but where depths and velocities will not cause appreciable damage and which properties require special regulations for the protection of such properties and their improvements from hazards and damage which may result from flood waters.
The following regulations shall apply in all S-F districts and shall be subject to provisions of Chapters 17.48 — 17.52 .

§ 17.38.020. Uses permitted. ¶
The following uses shall be permitted:
(1) Crop and tree farming, truck gardening, viticulture, livestock grazing and other agricultural uses which are of the same or closely similar nature;
(2) Public utility wire and pipe lines for transmission and local distribution purposes;
(3) Single family dwellings;
(4) Residential subdivision improvements and dwellings, when within subdivisions approved and recorded in Monterey County after the thirty-first day of January, 1972, and where such subdivisions contain requirements of ground floor elevations three feet above the elevation of the water surface of the flood low expected at least once in one hundred years.

§ 17.38.030. Uses permitted subject to obtaining permit. ¶
Uses permitted subject to first obtaining a use permit in each case, and when such uses are substantially protected from damage due to floods:
(1) Improvements, buildings and structures listed in Section 17.30.020 which may not meet the ground floor level specified in the development standards;
(2) Single family dwellings on less than three acres, motels and multiple family dwellings;
(3) Local service and commercial uses and structures;
(4) Uses and structures for the storage, distribution and processing of agricultural products, supplies and equipment;
(5) Public and private schools, churches, libraries, organization meeting halls and other similar places of public assembly;
(6) Public utility structures, not including corporation or service yards. (Ord. 354 § 4.35.3, 1973)
§ 17.38.040. Accessory buildings, structures and uses permitted. ¶
(1) Buildings accessory to uses permitted, including agricultural uses only if constructed simultaneously with or subsequent to the main use of the parcel.
(2) Accessory uses which are normally incidental to uses permitted. (Ord. 354 § 4.35.4, 1973)
§ 17.38.050. Maximum building height. ¶
No building shall be more than two stories, nor more than thirty feet in height. (Ord. 354 § 4.35.5, 1973; Ord. 429 § 1, 1980)
§ 17.38.060. Minimum building site. ¶
(1) Single family dwellings, three acres, unless a use permit is obtained; multiple family dwellings, motels, ten thousand square feet; local service uses, one-half acre; public and private schools, five acres; other places of public assembly, ten thousand square feet.
(2) Average Building Site Width. Hotels, multiple family dwellings, seventy-five feet; single family uses, one hundred fifty feet; all other uses shall be as prescribed by the planning commission as
a condition of the use permit. Minimum lot width shall be fifty feet. (Ord. 354 § 4.35.6, 1973)
§ 17.38.070. Minimum yard requirements. ¶
Minimum yards required unless building lines have been established shall be:
(1) Single family dwellings, front yard, twenty feet;
(2) Side yard, ten feet;
(3) Rear yard, twenty feet.
For all other uses, yards shall be established by the planning commission as a condition of the use permit.

§ 17.38.080. Development standards. ¶
(1) No residential structure shall be established unless the use permit has been approved or unless the ground level of such dwellings shall be above the profile level as shown on the flood plain zoning map of the particular area in question.
(2) No use shall be established in this district unless such uses are substantially protected from damage due to floods.

§ 17.38.090. Minimum off-street parking. ¶
Provisions of Chapter 17.52 shall apply in determining the amount of parking space that must be provided for each use. Parking space shall be improved as set forth in said chapter. (Ord. 354 § 4.35.9, 1973)
