Kern County Municipal Code Art. I Purpose and Scope

A. The purpose of this chapter is to provide for the maximum possible beneficial public use of the county's storm drain facilities through adequate regulation of storm drain construction, storm drain use, and to provide procedures for complying with requirements placed upon the county by other regulatory agencies.

B. The provisions of this chapter apply to all direct or indirect discharges to any part of a storm drain system within the boundaries of, and maintained by, the county.

C. This chapter, among other things, regulates storm drain construction, the quantity and quality of stormwater discharge, the approval of plans for storm drain constructions, the issuance of required permits and compliance with requirements set by governmental regulatory agencies.
