Sec. 1.35.010. - Certain county rules to remain in effect.

A. Pursuant to the provisions of California Government Code Section 57376, all ordinances of the County of Riverside, including land use ordinances and the ordinance adopting the County General Plan, which have been applicable within the territory now incorporated as the City of Jurupa Valley, to the extent that they applied before incorporation, shall remain in full force and effect as ordinances of the City of Jurupa Valley.

B. The resolutions, rules and regulations of the County of Riverside which have been applicable in the implementation of the aforesaid ordinances and state laws (including, but not limited to, the California Environmental Quality Act and regulations pertaining to traffic) to the extent that they applied before incorporation shall remain in full force and effect as resolutions, rules and regulations, respectively, of the City of Jurupa Valley.

C. Each ordinance or resolution of the County of Riverside which remains in effect as set out in this Code shall remain in effect as a city ordinance until the Council adopts an ordinance or resolution superseding it. Any city ordinance enacted to supersede a county ordinance must specifically refer to the county ordinance and state an intention to supersede it. Ordinances 2011-01 through 2011-06, inclusive, of the City of Jurupa Valley are intended to supersede the county ordinances described in this section.

D. Any fees, fines or penalties adopted by the ordinances described in this section may be modified by a resolution of the City Council of the City of Jurupa Valley. The City Council of the City of Jurupa Valley shall have the authority to establish or modify fees, fines or penalties by resolution of the City Council subject to the requirements and procedures of state law.

Sec. 1.35.020. - Substitution of references to city.

Certain county resolutions, rules and regulations referred to in Section 1.35.010 reflect the county's governmental structure and contain references to officials, titles, commissions and other designations which are not part of the structure of the city. In order to effectively administer such county ordinances and resolutions, rules and regulations the substitution of the appropriate city official, title or designation shall occur, including, but not limited to, those which follow:

(1) Whenever the term "Board of Supervisors" or "Board" is used, it shall mean the Jurupa Valley City Council.

(2) Whenever the term "county" or "County of Riverside" is used, it shall mean the jurisdictional limits of the City of Jurupa Valley unless a different geographical or jurisdictional area is clearly indicated by the context.

(3) Whenever the term "unincorporated territory of the County of Riverside" is used, it shall mean the City of Jurupa Valley unless a different geographical area is clearly indicated by the context.

(4) Whenever the term "Planning Commission," "Board of Zoning Adjustment," "Board of Appeals," "Zoning Administrator" or any similar reference to a county person or body is used, it shall mean the Jurupa Valley Planning Commission or those agencies or officials acting as the agents of the City of Jurupa Valley.
