6.40.010 - Definitions¶
For the purposes if this chapter a "billboard or other off-premises advertising sign" shall mean any sign panel or surface, or other advertising medium including but not limited to balloons and banners, located off the parcel that contains any product, service business, or other thing which is the subject of the advertising or message.
6.40.020 - Permit¶
It shall be unlawful for any person, firm or corporation to cause or permit to be carried, hauled or drawn on any dray, wagon or other vehicles on any public street of the city, any animal, banner, transparency, framework, or other device intended or intending or purporting to be used as an advertisement or for the purpose of advertising any business exhibition, place of amusement or entertainment, cause and/or propaganda having a tendency to disturb the peace, distract attention, impede and/or obstruct or hinder traffic, without first obtaining a permit to do so from the chief of police of said city.
6.40.030 - Billboard regulation¶
The following regulation is hereby imposed. This regulation shall prevail over conflicting provisions of any other ordinance, resolution, policy, or regulation of the city: No billboard or other off-premises advertising sign may be installed or erected in the city, except as is expressly approved by the city council.
6.40.040 - Billboard—Exemptions¶
A. This chapter shall not apply to on-site advertising.
B. This chapter shall not apply to any temporary off-site sign not to exceed 48 square feet, for a time not to exceed 18 months, on any property other than property OS, which advertises real property under construction or being marketed within the city.
C. This chapter shall not apply to temporary off-site advertising placed by the city or any agent of the city designated as such by the city council, for purposes of advertising the annual crawdad festival or other city sponsored event or activity.
