2.16.010 - Department of finance—Created—Purpose.

The department of finance for the city is created and established. The department shall maintain and supervise a general accounting system for each of the offices, departments and agencies of the city.

2.16.020 - Office created—Appointment—Compensation— Bond.

The office of director of finance for the city is created and established.

A. Appointment. The director of finance shall be appointed by, and shall serve at the pleasure of, the city manager.

B. Compensation. The compensation for the position of director of finance shall be established by the city manager, within the limits permitted by the annual city budget.

C. Bond. The director of finance shall furnish to the city a corporate surety bond in the sum of twenty-five thousand dollars conditioned upon the faithful performance of the duties imposed upon the office. Premium for the bond shall be a proper charge against the city.

2.16.030 - Duties.

The director of finance shall perform the following duties:

A. Act as the department head for the department of finance;

B. Prepare, under the supervision of the city manager, the budget and expense and income estimates for the city;

C. Supervise and be responsible for the disbursement of all funds under the control of the city;

D. Audit and approve prior to payment, all bills, invoices and claims against the city;

E. Supervise and maintain current inventories of all city property;

F. Perform all the financial and accounting duties heretofore imposed upon the office of city clerk, pursuant to Section 40802, et seq. of the Government Code of the state;

G. Perform such other duties as may be prescribed by the city manager and/or city council.
