The offices and positions in the city employment, other than those created or established by state law or by this code, shall be fixed and established by resolution of the city council.

The salaries and compensation of officers and employees of the city shall be as fixed and determined by resolution of the city council, except those fixed in this code.

The city attorney shall be appointed by and serve at the pleasure of the city council.

Any applications required to be filed with the city or fees required to be paid to the city, pursuant to the provisions of this code, shall be filed with or paid to the city clerk, unless otherwise provided by this code.

The city treasurer shall receive a salary of fifty dollars per month, payable monthly.
