§ 2.83.010. County departments deemed an agency.¶
Pursuant to Government Code Section 87301, each department within the county of Inyo is determined to be an "agency" for purposes of Section 87300 requiring that such agencies adopt and promulgate a conflict of interest code.

§ 2.83.020. Requirement to adopt and promulgate a conflict of interest code.¶
Each county department shall adopt and promulgate a conflict of interest code pursuant to the provisions of Article 3, Title 9 of the California Government Code (Section 87300 et seq.). A conflict of interest code so adopted and promulgated shall have the force of law and any violation of a conflict of interest code by a designated employee shall be deemed a violation of Chapter 7, Article 3, Title 9 of the California Government Code.

§ 2.83.030. Use of standardized conflict of interest code.¶
Each county department as required by this chapter shall adopt and promulgate a conflict of interest code utilizing the county of Inyo standard conflict of interest code prepared by the office of county counsel. The office of county counsel will periodically, and not less than biannually, review and revise the county of Inyo standard conflict of interest code to be utilized by various county departments in accordance with this chapter.

§ 2.83.040. Code reviewing body.¶
The Inyo County board of supervisors is the code reviewing body for conflict of interest codes adopted and promulgated by county departments pursuant to this chapter.

§ 2.83.050. Biannual review.¶
Each county department will conduct a biannual review of its conflict of interest code. By such review each department will:
A. Biannually, on or after July 1st of every even-numbered year, review its conflict of interest code to ensure compliance with applicable law, and to ensure that such code properly reflects organizational changes, and reassignment or reclassification of duties;
B. Prepare amendments to its conflict of interest code, reflecting changes in applicable law, organizational structure or reclassification of duties, and submit such proposed changes to the board of supervisors for their approval no later than October 1st, of every even-numbered year; and
C. Biannually submit a report to the Inyo County board of supervisors not later than October 1st of every even-numbered year certifying that the department has reviewed its conflict of interest code and finds that no changes are necessary, or that amendments are necessary and are submitted to the board with the report.

§ 2.83.060. Adoption and promulgation of conflict of interest code for newly created or…¶
Upon the creation of any new department within the county of Inyo, or the reorganization of any existing department which changes or alters any of its previous functions and duties, such new or reorganized department will, within one hundred twenty days of such organizational change being implemented by the board of supervisors, adopt and promulgate a conflict of interest code pursuant to this chapter.
