§ 2.24.010. Creation.¶
On the transition date, the Inyo County child support services department is established as a county department separate and independent from any other county department as required by Family Code Section 17304.

§ 2.24.020. Duties.¶
The Inyo County Child support services department is responsible for the following functions:
A. Promptly and effectively establishing, modifying, and enforcing child support obligations, including medical support;
B. Enforcing spousal support orders established by a court of competent jurisdiction;
C. Determining paternity in a case of a child born out of wedlock;
D. Referring child support cases requiring criminal enforcement services to the district attorney; and
E. All further responsibilities delegated to a local child support agency pursuant to the Family Code.

§ 2.24.030. Oversight.¶
The State Director of Child Support Services shall have direct oversight and supervision of the Inyo County child support services department as to any function relating to its Title IV-D Operations. The Inyo County child support services department shall be responsible for the performance of child support enforcement activities required by law and regulation in a manner prescribed by the State Department of Child Support Services. The director of the Inyo County child support services department shall be responsible for reporting to and responding to the State Director of Child Support Services on all aspects of the child support program.

§ 2.24.040. Assets.¶
On the transition date, all assets of the family support division of the Inyo County district attorney's office shall become assets of the Inyo County Child support services department as required by Family Code Section 17304(d).

§ 2.24.050. Personnel.¶
On the transition date and except as provided in Section 2.24.060 below, all employees and other personnel who serve the Inyo County district attorney's office and perform child support collection and enforcement activities shall become the employees and other personnel of the Inyo County child support services department as required by Family Code Section 17304(e).

§ 2.24.060. Director—Appointment—Duties.¶
A. Director of the Inyo County child support services department shall be an employee of the county selected and appointed by the Inyo County board of supervisors. The person appointed as director shall meet the qualifications established by the California Department of Child Support Services for such position.
B. The director shall be the administrative head of the child support services department.
C. The director shall have sole supervision and jurisdiction over departmental personnel engaged in departmental work.
D. The director shall report directly to the county administrative officer in all administrative matters, other than those falling under the jurisdiction of the Director of the California Department of Child Support Services.

§ 2.24.070. Transition and transition date.¶
The transition date shall be that date which is set for transition by the Inyo County child support services transition plan as approved by the State Director of the Department of Child Support Services. On the transition date, the Inyo County child support service department is established, and the assets, staff and responsibilities of the Inyo County family support division of the district attorney's office are transferred to the Inyo County child support services department as provided in the Family Code and the Inyo County child support services transition plan.
