There is created in and for the county, the office of Health and Human Services Director.

2.26.020 Appointment¶
The Health and Human Services Director for the county shall be appointed by the Board of Supervisors and shall hold the office at the pleasure of the board. In addition to such other qualifications as deemed necessary by the Board, the Health and Human Services Director shall possess those qualifications set forth in Section 5607 of the Welfare and Institutions Code.

The Health and Human Services Director shall be responsible for the following duties. The Health and Human Services Director may delegate the roles of Mental Health Director, Alcohol and Drug Program Administrator, County Welfare Director, Public Health Nursing Director, and Public Guardian/Public Administrator upon the approval of the Board of Supervisors.
The duties of Mental Health Director as set forth in Sections 5600 et seq., of the Welfare and Institutions Code;
The County Alcohol Program, pursuant to the provisions of Chapter 4 (commencing with Section 11795) of Part 2 of Division 10.5 of the Health and Safety Code;
The County Drug Program, pursuant to the provisions of Article 1 (commencing with Section 11960) of Chapter 2 of Part 3 of Division 10.5 of the Health and Safety Code;
The duties of the County Welfare Director as set forth in Section 10800 et seq. of the Welfare and Institutions Code;
The administrative responsibility over Public Health. The County Health Officer shall report to the Health and Human Services Director only concerning the administrative duties of the County Health Officer; but the County Health Officer shall not be responsible to the Health and Human Services Director concerning his or her duties set forth in Section 452 of the Health and Safety Code and other provisions of law;
The duties of Public Health Nursing Director as set forth in 17 CCR Section 1301;
The duties of Public Guardian as set forth in GC Section 27430-27436 and Public Administrator as set forth in GC Section 27440-27444.
Other duties as assigned by the board of supervisors.

The Board of Supervisors shall furnish the Health and Human Services Director with such staff and funds as will enable him or her to perform properly the duties as set forth above.
