SEC. 14-701. - THROUGH STREETS AND STOP INTERSECTIONS.

(a) The Council may designate and describe by ordinance any street or portion thereof of a through street and any intersection or railroad grade crossing as a stop intersection.

(b) There is hereby established an official city "List of Through Streets," and an official city "List of Stop Intersections." Whenever the Council designates a through street or stop intersection pursuant to subsection (a) of this section, the Traffic Engineer shall cause the designated through street or stop intersection to be placed on the pertinent list. The Traffic Engineer shall keep a record of all ordinances hereafter adopted designating such through streets and stop intersections and shall cause notation of such records and such streets and intersections to be placed on said lists in his office. Whenever any description of a through street or stop intersection is hereafter amended, deleted, or changed, the Traffic Engineer shall cause such fact to be recorded upon the pertinent list in the appropriate place. Said lists and the notations and contents therein, as they may from time to time be kept and amended pursuant to this section shall be prima facie evidence of the existence and legality of the designation of said streets as through streets and said intersections as stop intersections, and the legality of the placing of stop signs thereat as hereinafter provided. Said lists, as amended, shall be deemed to be incorporated herein.

(c) The Traffic Engineer shall place and maintain a stop sign on each and every street intersecting a through street unless traffic is controlled thereat all times by traffic control signals, except that at the intersection of two or more through streets stop signs shall be erected at the approaches of any through street as may be determined by the Traffic Engineer upon the basis of an engineering and traffic study to determine the proper place to locate the stop sign which will best facilitate the movement of traffic and the protection of persons and property.

(d) The Traffic Engineer shall place and maintain a stop sign at each stop intersection, on the street that is indicated in the ordinance adopted under subsection (a) above for the location of the stop sign.

(e) All stop signs shall be erected and placed as provided by the California Vehicle Code. (Orig. Ord. 3811; Rep. and Added Ord. 6130, 1962; Am. Ord. 6381, 1964; Rep. and Added Ord. 70-40, 1970).

SEC. 14-702. - "YIELD RIGHT OF WAY" SIGNS.

Whenever the City Traffic Engineer determines, upon a basis of an engineering and traffic investigation, that a "Yield Right of Way" sign is warranted, the City Traffic Engineer may cause to be erected a "Yield Right of Way" sign in accordance with the provisions of the California Vehicle Code. SEC. 14-703. - EMERGING FROM ALLEY OR PRIVATE DRIVEWAY.

The driver of a vehicle emerging from an alley, driveway, or building, shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across an alley way. (Orig. Ord. 3811; Rep. and Added Ord. 6130, 1962).
