SEC. 14-1100. - APPLICATION OF REGULATIONS.

(a) The provisions of this article prohibiting, restricting and regulating the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

(b) The provisions of this article prohibiting standing or parking or imposing a time limit or otherwise regulating the standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code or the ordinances of this City prohibiting or limiting the standing or parking of vehicle in specified places or at specified times.

(c) There is hereby established an official City list of all time limited parking zones. Whenever any ordinance is adopted establishing a time limited parking zone, the City Traffic Engineer shall cause the designated and affected street locations to be placed on said list. The City Traffic Engineer shall keep a record of all ordinances, hereafter adopted, designating such parking regulation and shall cause notations of such records and such regulations with streets and limits to be placed on said lists in his office. Whenever any description of a time limited parking zone is hereafter amended, deleted, or changed, the City Traffic Engineer shall cause such fact to be recorded upon said list in the appropriate place. Said list and the notations and contents therein, as they may from time to time be kept and amended, shall be prima facie evidence of the existence and legality of the designation of time limited parking regulations on streets with the limits thereof, and the legality of placing signs and markings thereat as hereinafter provided. Said list, as amended, shall be deemed to be incorporated herein.

(d) All signs and markings shall be as specified in, erected and placed pursuant to, the California Vehicle Code. (Added Ord. 73-5, 1973).

SEC. 14-1101. - TWENTY-FOUR MINUTE PARKING.

Green curb marking shall mean no standing or parking for a period of time longer than twenty-four minutes at any time between 9:00 a.m. and 6:00 p.m. on any day except Sundays and holidays. When the Council by ordinance has established such a parking limitation, and authorized signs, parking meters or curb markings are in place giving notice of such limited parking, no operator of any vehicle shall stop, stand or park said vehicle adjacent to any such legible curb marking or sign or parking meter for a period of time longer than twenty-four minutes. SEC. 14-1102. - ONE HOUR PARKING.

When the Council by ordinance has established a one-hour limited parking zone and authorized signs, parking meters or curb markings are in place giving notice of such a parking limitation, no operator of any vehicle shall stop, stand, or park said vehicle in the zone between the hours of 9:00 A.M. and 6:00 P.M. of any day except Sundays and holidays for a period of time longer than one hour. SEC. 14-1103. - TWO HOUR PARKING.

When the Council by ordinance has established a two-hour limited parking zone and authorized signs, parking meters, or curb markings are in place giving notice of such a parking limitation, no operator of any vehicle shall stop, stand, or park said vehicle in the zone between the hours of 9:00 A.M. and 6:00 P.M. of any day except Sundays and holidays for a period of time longer than two hours. SEC. 14-1104. - PARKING PARALLEL ON ONE WAY STREETS.

(a) Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches of the left-hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.

(b) In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.

(c) The City Traffic Engineer is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof. SEC. 14-1105. - PARKING PARALLEL WITH CURB—EXCEPTIONS.

No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of traffic and with the wheels of the vehicle within eighteen inches of the curb line or edge of the roadway, except as follows:

(a) On any of the streets or portions of streets established by resolution of the Council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking.

(b) Upon those streets where parking on the left side of the roadway or otherwise is specifically provided in this chapter.

(c) The requirement of parallel parking imposed by this section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods. (Rep. and Added Ord. 6130, 1962; based on former Sec. 10-1003).

SEC. 14-1106. - PARKING SPACE MARKINGS.

The City Traffic Engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted. When such parking space markings are placed on the street, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing, or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible. SEC. 14-1107. - STOPPING OR PARKING RESTRICTED OR PROHIBITED ON CERTAIN PUBLIC STREETS.

(a) The City Traffic Engineer is hereby authorized to restrict or prohibit the stopping or parking of vehicles on public streets when, in his opinion, such stopping or parking would interfere with traffic or create a hazardous situation. Such restriction or prohibition may be indicated by one or more of the following:

(1) By the painting of curbs in accordance with Section 14-1202.

(2) By the erecting of signs indicating the restriction or prohibition.

(b) The City Traffic Engineer is hereby authorized to designate certain parking spaces in, upon, along, or within public streets for the exclusive use of physically handicapped persons whose vehicles display one of the distinguishing license plates issued by the State Department of Motor Vehicles to disabled persons pursuant to Vehicle Code Section 22511.5, or to disabled veterans as specified in Vehicle Code Section 9105. Such designation shall be made by blue paint on the curb or edge of the paved portion of the street adjacent to such designated space or outlining the space with such blue paint. The City Traffic Engineer may, in addition to the use of blue paint, post immediately adjacent to, and visible from each space, a sign or signs consisting of a profile view of a wheelchair with occupant in white on a blue background, together with the language specified in Vehicle Code Section 22511.8.

(c) When curb or pavement painting or signs authorized by the provisions of this section are in place, giving notice thereof, no person shall stop, stand or park any vehicle contrary to the directions or provisions of such curb or pavement painting or signs.

(d) Any member of the Police Department authorized by the Police Chief may remove, in the manner provided by and subject to the requirements of the Vehicle Code for removal of a vehicle from a highway, any vehicle stopped, left standing or parked in violation of this section. SEC. 14-1108. - PARKING OF COMMERCIAL VEHICLES.

(a) Except as provided in Subsection (c) below, no person shall park a commercial vehicle with a manufacturer's gross vehicle rating of 10,000 pounds or more on any street in any Residential District as defined in Section 12-105-R of this Code.

(b) Notwithstanding subsection (a), no commercial vehicle with a manufacturer's gross vehicle rating of 10,000 pounds or more shall park on any street between the hours of 2:00 a.m. and 6:00 a.m. except on those streets located in the following zone districts:

(1) M-1P (Industrial Park Manufacturing) as defined in Section 12-225 of this Code.

(2) M-1 (Light Manufacturing District) as defined in Section 12-226 of this Code.

(3) M-2 (General Manufacturing District) as defined in Section 12-227 of this Code, and

(4) M-3 (Heavy Industrial District) as defined in Section 12-228 of this Code.

(c) Subsections (a) and (b) above shall not be effective with respect to any commercial vehicle making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on any street as specified in Subsections (a) and (b) or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure located on any street as specified in Subsections (a) and (b) for which a building permit has previously been obtained. Subsections (a) and (b) above shall not be effective with respect to police, fire, sheriff, ambulance, or highway patrol emergency vehicles or tow trucks owned and operated by an individual or business included on any law enforcement tow rotation list and subject to call for service during the hours of 2:00 a.m. and 6:00 a.m.

(d) Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase in this ordinance is for any reason held to be unconstitutional or invalid or ineffective by any court of competent jurisdiction, such decision shall not affect the validity or effectiveness of the remaining portions of this ordinance. The Council hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause or phrase thereof irrespective of the fact that any one or more sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases are declared unconstitutional, invalid, or ineffective. SEC. 14-1109. - PARKING PROHIBITED AND RESTRICTED NEAR RAILWAY TRACKS.

No person shall park, stop, or stand any vehicle for any purpose on or within ten feet of the nearest rail of any railroad track except while any such vehicle is attended and engaged in loading or unloading passengers or materials. (Rep. and Added Ord. 6130, 1962, based on former Sec. 10-1306).

SEC. 14-1110. - PARKING ON MCKINLEY AVENUE RESTRICTED.

No person shall park, stop or stand any vehicle six feet in height or greater, including any load thereon, for any purpose, at the curb along the south side of McKinley Avenue between First and Millbrook Avenues. This parking restriction is enforceable twenty-four hours a day, seven days per week. (Added Ord. 98-1, § 1, eff. 2-15-98).
