SEC. 14-1701. - OBEDIENCE TO TRAFFIC CONTROL DEVICES.¶
The operator of any bicycle shall obey the instructions of any official traffic control device placed in accordance with this chapter unless otherwise directed by a police officer or other authorized person. (Added Ord. 76-24, § 6, eff. 4-18-76).
SEC. 14-1702. - TOWING PERSONS.¶
No operator of a bicycle shall draw or tow any person who is on roller skates, toy vehicles, coasters, sled, skateboard, or other similar device in any public street, sidewalk, or bicycle path. SEC. 14-1703. - RIDING ON SIDEWALKS.¶
(a) No person shall operate a bicycle or unicycle on a sidewalk in the central business district, or on any street designated as a mall street by the provisions of this Code.
(b) Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give an audible signal before overtaking and passing such pedestrian. At the intersection of two or more sidewalks, where the vision of the operator of a bicycle is so restricted by hedges, bushes, buildings, or any other obstruction so that the approach of a pedestrian cannot be observed and there is danger of a collision with the pedestrian, the operator of a bicycle shall dismount and walk through the intersection of the sidewalks. SEC. 14-1704. - SPEED.¶
No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing and in no event at a speed greater than the prima facie speed limit applicable to motor vehicles. (Orig. Ord. 3811; Rep. and Added Ord. 6130, 1962; Am. Ord. 72-120, 1972).
SEC. 14-1705. - EMERGING FROM ALLEY OR DRIVEWAY.¶
The operator of a bicycle emerging from an alley, driveway, or building shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on said sidewalks or sidewalk area, and upon entering the roadway shall yield the right-of-way to all vehicles approaching on said roadway.

SEC. 14-1706. - CROSSWALKS.¶
Whenever any person is riding a bicycle in a crosswalk, such person shall yield the right-of-way to any pedestrian and shall give an audible signal before overtaking and passing such pedestrians.

SEC. 14-1707. - PARKING.¶
No person shall park a bicycle upon any public street, sidewalk, bicycle lane, or bicycle path except as provided in this section.
(a) Bicycles shall be parked in a designated bicycle parking facility or rack, except as permitted in the following sections.
(b) If no designated bicycle parking facility or rack is readily accessible, a bicycle may be parked on a roadway provided that it shall be parked against the curb thereof or the edge thereof if there is no curb.
(c) If no designated bicycle parking facility or rack is readily accessible, a bicycle may be parked upon a sidewalk provided that it shall be parked so as not to obstruct pedestrian traffic.

SEC. 14-1708. - EFFECT OF REGULATIONS.¶
No parent of any child or the guardian of any ward shall authorize or knowingly permit such child or ward to violate any of the provisions of this article.
