Sec. 17-301. - Appointment of deputies for enforcement of article.¶
The chief of police shall appoint deputies by and with the consent of the council to assist in the enforcement and carrying out of the provisions of this article.

Sec. 17-302. - Inspection; identification number.¶
At the time of the registering of any bicycle, the registrant shall exhibit the bicycle to the chief of police for his inspection. If the frame has no number, or if the frame number thereof is illegible or insufficient for identification purposes, the chief of police shall stamp a new number or letter or combination thereof upon the frame at the time of the first registration thereof, and the number or letters or combination thereof shall thereafter be deemed to be the frame number for the purposes of registration under this article.

Sec. 17-303. - Altering or tampering with frame number.¶
No person shall remove, destroy, mutilate, tamper with or alter the number of the frame of any bicycle registered pursuant to the provisions of this article; provided, however, that nothing shall prohibit the chief of police from stamping numbers or letters on frames of bicycles as provided in this article.

Sec. 17-304. - Lost or stolen cards or tags.¶
If any ownership card or decal or license plate issued pursuant to the provisions of this article is lost or stolen, the licensee of such bicycle shall immediately notify the safety chief administrator, and, if within 15 days after the notification the card or decal or license plate is not recovered, the licensee shall apply to the safety chief administrator with an affidavit showing the loss or theft of such ownership card, decal or license plate, whereupon the safety chief administrator shall issue to such licensee a new ownership card, decal or license plate upon payment to the safety chief administrator of a fee of $1.00.

Sec. 17-305. - Removing or altering tag or decal.¶
No person shall remove, tamper with, destroy, mutilate or alter any decal or license plate issued pursuant to the provisions of this article, or the fastening seal for the decal or license plate, during the license period for which such decal or license plate is issued.

Sec. 17-306. - Riding unregistered bicycle.¶
No person shall ride, operate, push, carry or tow upon any street:
(1)
Any bicycle which has not been registered and for which a license has not been procured as required by this article.
(2)
Any bicycle bearing any frame number other than that registered as provided by this article.
(3)
Any bicycle from which the frame number has been removed, defaced, destroyed or obliterated.
(4)
Any bicycle without the decal or license plate issued therefor attached to the bicycle as provided in this article; however, it shall not be a violation of this subsection for any person to so ride, operate, push, carry or tow any bicycle from which the decal or plate has been lost or stolen for a period of 15 days after notifying the chief of police of such loss or theft.

Sec. 17-307. - Impoundment.¶
The chief of police shall have the right to impound and retain possession of any bicycle being operated in violation of the provisions of this article, and may retain possession of such bicycle until the provisions of this article are complied with.

Sec. 17-308. - Report by dealers of bicycle purchases and sales.¶
Any person engaged in the business of buying or selling secondhand bicycles within the city shall make a daily report to the safety chief administrator giving name and address of the person from whom each bicycle is purchased or sold, and giving the frame number thereof and a number or description of any decal or license plate attached thereto at the time of the transaction.
