Sec. 17-96. - Operation prohibited except on streets and highways; exceptions.¶
(a)
No person shall operate a motor vehicle, as defined in the state Vehicle Code, except upon public streets and highways.
(b)
This section shall not prohibit the operation of motor vehicles upon the property of another when the motor vehicle is:
(1)
An authorized emergency vehicle as defined in Vehicle Code § 165;
(2)
Operated upon property used for raceways, racing stadiums or racing facilities which are authorized by a conditional use permit issued by the city council;
(3)
Operated upon parking lots or structures open to the public, or private parking lots or structures, and operated solely for ingress to and egress from the parking area and parking;
(4)
Operated upon property primarily used for motor vehicle sales, service or repair, manufacture or distribution, but such vehicles shall be operated such in a manner as not to be offensive and which shall not disturb the peace and quiet of the general neighborhood and in no event in excess of the noise limit established in Vehicle Code § 23130;
(5)
Generally used in conjunction with commercial, industrial or office uses and used solely in conjunction with such uses and upon property of another and in such a manner as not to be offensive and which shall not disturb the peace and quiet of the general neighborhood or violate noise standards in Vehicle Code § 23130;
(6)
Operated upon private roadways or easements necessary for ingress to and egress from property used for those purposes designated in subsections (b), (c), (d) and (e) of this section, and for no other purposes; or
(7)
Operated on property actually used for residential purposes, where such motor vehicles are on such property at the express or implied invitation of the owner or occupant and when such use is solely for ingress to or egress from such residential property.

Sec. 17-97. - Turning movements.¶
(a)
The city traffic engineer is authorized to place markers, buttons or signs within or adjacent to intersections indicating the course to be traveled by vehicles turning at such intersections, and the city traffic engineer is authorized to allocate and indicate more than one lane of traffic from which drivers of vehicles
may make righthand or lefthand turns, and the course to be traveled as so indicated may conform to or be other than as prescribed by law or ordinance.
(b)
When authorized markers, buttons or other indications are placed at an intersection indicating the course to be traveled by vehicles turning thereat, no driver of a vehicle shall disobey the directions of such indications.
(c)
The city traffic engineer is hereby authorized to determine those intersections at which drivers of vehicles shall not make a right turn, left turn or U-turn, and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the hours shall be plainly indicated on the signs or such signs may be removed when such turns are permitted.
(d)
The city traffic engineer is hereby authorized to determine those intersections within any business or residence district at which drivers of vehicles shall not make a right turn against a red or stop signal, and shall erect proper signs giving notice of such prohibition. No driver of a vehicle shall disobey the directions of any such sign.

Whenever authorized signs are erected indicating that no right turn, left turn or U-turn is permitted, no driver of a vehicle shall disobey the directions of any such sign.

Sec. 17-98. - Special stops; stop signs.¶
(a)
Whenever this chapter designates and describes any street or portion thereof as a through street, or any intersection at which vehicles are required to stop at one or more entrances thereto, or any railroad grade crossing at which vehicles are required to stop, the city traffic engineer shall erect and maintain stop signs as follows. A stop sign shall be erected on each and every street intersecting such through street or portion thereof so designated, and at those entrances of other intersections where a stop is required, and at any railroad grade crossing so designated. Every such sign shall conform with and shall be placed as provided in Vehicle Code §§ 21354 and 21355.
(b)
Those streets and parts of streets described in this chapter are hereby declared to be through streets.
(c)
The provisions of this section shall also apply at one or more entrances to the intersections as such entrances and intersections are described in this chapter.
(d)
The provisions of this section shall apply at those railroad grade crossings described in this chapter.
(e)
The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk areas extending across any alleyway.

Sec. 17-99. - One-way streets and alleys.¶
When any provisions of this chapter designate any one-way street or alley, the city traffic engineer shall place and maintain signs giving notice thereof, and no such regulations shall be effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.

Sec. 17-100. - Driving through funeral procession.¶
No driver of a vehicle, except an emergency vehicle, shall drive between vehicles comprising a funeral procession while they are in motion and when the vehicles in such procession are conspicuously so designated.

Sec. 17-102. - Driving on new pavement.¶
No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed.

Sec. 17-103. - Use of freeways.¶
No person shall drive or operate any bicycle or motor-driven cycle, or any vehicle which is not drawn by a motor vehicle, upon any street established as a freeway, as defined by Vehicle Code § 332, nor shall any pedestrian walk across or along any such street so designated and described except in space set aside for the use of pedestrians, provided official signs are in place giving notice of such restriction.

Sec. 17-104. - Entering or leaving restricted access roadway.¶
No person shall drive a vehicle onto or from any limited access roadway except at such entrances and exits as are established by public authority.

Sec. 17-105. - Racing.¶
No person, while operating any automobile, motorcycle or other motor vehicle either upon the public streets or anywhere else within the city, shall engage in any race, contest or game of "follow the leader" or "hare and hound," or any other similar game or contest.

Sec. 17-106. - Crossing fire hose.¶
No vehicle shall be driven over any unprotected hose of the fire department when laid down on any street or across an entrance to any private driveway for the purpose of being used at any fire, without the consent of the chief of the fire department or the assistant in command.

Sec. 17-107. - Penalty.¶
Any person violating any provisions of this article shall be guilty of an infraction.
