Article V — LOADING AND UNLOADING ZONES

Sec. 17-191. - Designation.¶
(a)
The city traffic engineer is hereby authorized to determine and to mark or sign loading zones and passenger loading zones as follows:
(1)
At any place in any business district.
(2)
Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.
(b)
In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes.
(c)
Loading zones may be indicated by signs or a yellow paint line stenciled with black letters reading "LOADING ONLY" upon the top of all curbs within such zone.
(d)
Passenger loading zones may be indicated by signs or a white line stenciled with black letters reading "PASSENGER LOADING ONLY" upon the top of all curbs in such zones.

Sec. 17-192. - Permit for loading and unloading at angle to curb.¶
The city traffic engineer is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or the lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized in this section, and it shall be unlawful for any permittee or any other person to violate any of the special terms or conditions of any such permit.

Sec. 17-193. - Effect of permission to load or unload.¶
(a)
Permission granted pursuant to this article to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than 20 minutes.
(b)
Permission for the loading or unloading of materials shall apply only to commercial deliveries and to the delivery or pickup of express and parcel post packages and United States mail.
(c)
Permission granted pursuant to this article to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage, but shall not extend beyond the time necessary therefor, and in no event for more than three minutes.
(d)
Within the total time limits specified in this section, the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges granted in this article.

Sec. 17-194. - Violations.¶
(a)
No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material for such time as is permitted in this article.
(b)
No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in this article.

Sec. 17-195. - Bus zones.¶
(a)
The city traffic engineer is hereby authorized to establish bus zones opposite curb space for the loading and unloading of buses of common carriers of passengers, and to determine the location thereof subject to the directives and limitations set forth in this section.
(b)
The word "bus," as used in this section, shall mean any motor bus, motor coach, trackless trolley car or passenger stage used as a common carrier of passengers.
(c)
No bus zone shall exceed 80 feet in length, except that, when satisfactory evidence has been presented to the city traffic engineer showing the necessity therefor, the city traffic engineer may extend bus zones not to exceed a total length of 125 feet.
(d)
Bus zones shall normally be established on the far side of an intersection.
(e)
The city traffic engineer shall paint a red line stencil with white letters reading "NO STANDING," together with the words "BUS ZONE," upon the top or side of all curbs and places specified as a bus zone.
(f)
No person shall stop, stand or park any vehicle except a bus in a bus zone.

Sec. 17-196. - Taxistands.¶
No person shall stop, stand or park any vehicle other than a taxicab in any street where the adjacent curbing is painted red and has stenciled thereon the words "TAXISTAND."
