Sec. 20-75. - Creation.¶
The successor agency to the redevelopment agency of the city is hereby created and established. The successor agency to the redevelopment agency shall function as successor to the redevelopment agency of the city as required by law.

Sec. 20-76. - Members and terms.¶
The members of the city council shall serve as the members of the successor agency to the redevelopment agency, their terms of office to be concurrent with their terms of office as council members.

Sec. 20-77. - Powers and duties.¶
The members of the successor agency to the redevelopment agency shall have the powers and duties that are prescribed in Health & Safety Code sections 33000 et seq.

Sec. 20-78. - Regular meetings.¶
The successor agency to the redevelopment agency shall meet at least two times per year in the city council chambers located at 1275 West Main Street, El Centro, California, 92243, or at other places as designated by the successor agency to the redevelopment agency at a time it fixes by resolution.

Sec. 20-79. - Special meetings.¶
A special meeting may be called at any time by the chairman of the successor agency to the redevelopment agency or upon written request of three members of the successor agency to the redevelopment agency by delivering, personally or by mail, written notice to each member of the successor agency to the redevelopment agency and to each local newspaper of general circulation, radio or television station requesting notice in writing. Such notice must be delivered personally or by mail at least 24 hours before the time of such meeting as specified in the notice. The call and notice shall specify the time and place of the special meeting and the business to be transacted. No other business shall be considered at such meetings by the successor agency to the redevelopment agency other than designated in the call.

Sec. 20-80. - Adjournment.¶
Any regular or special meeting of the successor agency to the redevelopment agency may be adjourned to a day and time certain for the completion of the business of such meeting.

Sec. 20-81. - Quorum.¶
Three members of the successor agency to the redevelopment agency shall constitute a quorum for the transaction of business.

Sec. 20-82. - Manner of voting.¶
The voting on formal resolutions, matters to any federal, state, county or city agency and on such matters as may be requested by a majority of the members of the successor agency to the redevelopment agency shall be by roll call, and the ayes and noes and members not voting shall be entered upon the minutes of such meeting, except on the election of officers which may be by ballot.
