Sec. 20-16. - Findings of fact.¶
The city council finds that to comply with the general plan and apply for and administer grants and loans, there is a need for a community development commission.

Sec. 20-17. - Creation.¶
The community development commission of the city is hereby created and established.

Sec. 20-18. - Members and terms.¶
The members of the city council shall serve as the members of the community development commission, their terms of office to be concurrent with their terms of office as council members.

Sec. 20-19. - Compensation.¶
The members of the community development commission shall serve without compensation, except that they shall be reimbursed their necessary expenses incurred in connection with the performance of their duties.

Sec. 20-20. - Powers and duties.¶
The members of the community development commission shall have the powers and duties that are prescribed in Part 1.7 of Division 24 of the California Health and Safety Code, Section 34100, et seq.

Sec. 20-21. - Delegation of powers and duties.¶
The members of the community development commission hereby delegate the powers and duties of the commission to the executive director.

Sec. 20-22. - Appointment of executive director and assistant executive director.¶
The city manager, city manager pro tempore, or acting city manager is hereby appointed the executive director of the community development agency and the director of community and economic development is hereby appointed the assistant executive director of that agency.

Sec. 20-23. - Appointment of secretary.¶
The city clerk is hereby appointed the secretary of the community development commission. The secretary is responsible for the records of the community development commission, shall act as secretary of the meetings of the agency and record all votes, and shall keep a record of the proceedings of the agency in a journal of proceedings to be kept for such purpose and shall perform all duties incident to his or her office.
