Sec. 16-309. - Required.

No person shall engage in the business of private watchman without first having obtained a license so to do from the city, as provided in this division.

Sec. 16-310. - Application.

Any person desiring a license, as provided for in section 16-309, shall file with the license collector and present to the city council a written application therefor, duly signed and verified by such person or by the president or managing agent of the corporation if the applicant is a corporation. Such application shall state the following:

(1) The full name, age, residence, present and previous occupation of any person signing the same.

(2) The address of the principal place of business, if other than the residence of the applicant.

(3) Whether or not the person signing the application is a citizen of the United States.

Sec. 16-311. - Approval by freeholders.

An application, as referred to in section 16-310, shall be approved by not less than three (3) reputable freeholders of the city, each of whom shall certify that he has personally known the person filing the application for one year prior to the filing of such application; that he has read such application and believes each of the statements made therein to be true; that such person is honest, of good character and competent to discharge the duties of a private watchman.

Sec. 16-312. - Investigation.

Upon the filing of an application, as provided by section 16-310, and the requisite certificate of approval, as provided in section 16-311, the council reserves the right to make such additional investigations as may be deemed necessary.

Sec. 16-313. - Bond.

Each person filing an application, as provided in section 16-310, shall execute, deliver and file in the office of the city clerk a surety bond to be executed by such applicant and by a surety entitled to do business in this state in the sum of one thousand dollars ($1,000.00), conditioned upon the faithful and honest conduct of such business by such applicant, which bond, as to its form, execution and sufficiency of the sureties, shall be approved by the council. Such bond shall be taken in the name of the city and shall also provide that the sureties therein shall be liable to the amount of such bond to every person injured by the wilful, malicious or wrongful act of the principal in the amount of damages suffered by reason of such act.

Sec. 16-314. - Issuance.

Upon consideration of an application filed, as provided in section 16-310, the fee provided for by article II of this chapter, having been paid and the bond provided for in section 16-313 having been filed, the council, when satisfied from the recommendations or investigations that the applicant is of good character and competency and integrity, shall authorize the license collector to issue and deliver to such applicant a license entitling the applicant to conduct the business of private watchman during good behavior.

Sec. 16-315. - Limitation.

No license, as required in section 16-309, shall be issued to any person not a citizen of the United States.

Sec. 16-316. - Revocation.

Any license issued as provided in section 16-314 may, at any time, be revoked by order of the council upon cause appearing therefor.
