2.28.020 - City departments.

The departments of the city are declared to be as follows:

A. Rent stabilization;

B. Community development;

C. Police;

D. Management services;

E. Public works;

F. Community services.

2.28.030 - Division of departments.

The city manager, in cooperation with the various department heads, and subject to approval by the city council, may organize the various departments into divisions for the more convenient operation thereof. Divisions may be altered, merged, or otherwise modified at any time by the department head thereof, subject to the approval of the city manager for organizational structure and by the city council for staffing changes.

2.28.040 - Organizational structure.

Department heads are responsible for the supervision and administration of the various departments thereof. All department heads other than appointees of the city council shall report directly to and be supervised by the city manager in all areas of program, policy, budget and operation. Each department providing staff services to a board or commission shall serve as the liaison between the particular board or commission and the city council.

2.28.050 - Duties of department heads.

Duties of department heads shall include the effective management of assigned areas of responsibility as well as those duties provided by applicable state law, city ordinance or resolution, and by order of the city council. Those duties shall include, when not otherwise prohibited. The appointment of heads of divisions and other principal administrative staff; however, nothing set forth in this chapter shall diminish, alter or relieve any city officer, employee, of whatever position, from the duties and responsibilities imposed by federal or state law, city ordinance or resolution.

2.28.060 - Boards and commissions—Duties and structure.

The duties and responsibilities of the various city boards and commissions shall be as set forth in the laws, ordinances or resolutions creating or providing for the same, and such boards and commissions shall ordinarily report to the city council with the assistance of their respective liaison officers and through the clerk of the city council.

2.28.070 - Scope of chapter.

This chapter shall be the code of rules and regulations prescribing the powers, duties, and qualifications of officers, assistants, deputies and employees and the methods and procedures and systems of office, departmental and institutional management of the offices, departments and institutions of the city.

2.28.080 - Definitions.

The following words and phrases, when used in this chapter, shall have the significance and meaning set forth in this section, unless it is otherwise apparent from their use in the context:

"Appointing officer" means the officer, board, commission or body having the power of appointment to any position in the service of the city.

"Assistant officer" when used alone, means an officer under the direction of and subordinate to the department head.

"Classified service" shall have the same meaning as given it by this code.

"Councilmembers" means a member of the city council of the city of East Palo Alto.

"Month" means a calendar month.

"Officers and employees" includes all incumbents, officers and employees and their officers, assistants, deputies and employees.

"Year" means a fiscal year.

Other Terms. All other words, phrases or terms shall have the meaning determined by the laws of this state and the decisions of the courts of this state.
