2.40.010 - Creation of community services commission.

There is created a community services commission which shall consist of seven members appointed by the city council, each of whom shall be a permanent resident of the city. Any member of the community services commission may be removed at any time by a vote of at least three councilmembers.

2.40.020 - Term of office.

Of the seven members initially appointed to the community services commission, two members shall serve for a term of one year, two members shall serve for a term of two years, and the remaining three members shall serve for a term of three years. Thereafter, all appointed members shall serve for a term of three years, unless the appointment is to fill a vacancy created by a commissioner who has left office prior to the expiration of his or her term, in which event, the appointment shall be for the remaining term of such former commissioner. Any reappointment of a commissioner whose term of office has expired shall be for a further term of three years.

2.40.030 - Meetings and procedures.

A. The community services commission shall establish a regular time and place of meeting and shall hold at least one regular meeting each month. Special meetings may be called at any time by the chair or vice-chair of the commission, or by any three commissioners, upon written notice given to all other commissioners at least twenty-four (24) hours prior to the special meeting. All meetings of the community services commission shall be noticed, held and conducted in accordance with the provisions of the Ralph M. Brown Act.

B. A majority of the members appointed to the community services commission shall constitute a quorum and the vote of a majority of the members appointed shall be required to take any action.

C. The community services commission shall, as soon as possible after its first meeting, adopt by-laws to govern the organization and operation of the commission. Such by-laws shall provide for the annual election of a chair and vice-chair, and shall contain such other rules and procedures as the commission may deem appropriate for the orderly and efficient conduct of its business which are not inconsistent with the provisions of this chapter. The adopted by-laws may be amended by the commission at any time.

D. The community services director, or such other employee of the city as designated or approved by the city manager, shall serve as secretary to the community services commission. The secretary shall be responsible for giving notice of all regular and special meetings and shall keep a record of all proceedings of the commission.

2.40.040 - Functions.

A. Make recommendation to the city council regarding the establishment, operation, preservation, and enhancement of artistic, cultural, recreational and human service programs, activities and services within the city;

B. To recommend, review and comment on plans or proposals for the acquisition, construction, alteration, improvement or disposition of city parks or other recreational facilities;

C. To recommend, review and comment on proposed rules and policies concerning public use of the city's community and recreational facilities;

D. Review and comment on the provisions of the city's proposed annual budget as they relate to the allocation of fiscal and personnel resources for artistic, cultural, recreational and human service programs;

E. Investigate and report to the city council on the availability of public and private funding sources for artistic, cultural, recreational and human service programs and activities within the city;

F. Conduct hearings and analyze data on human services priorities from individual citizens and community organizations emphasizing present and future needs;

G. Consider. formulate and propose plans and strategies for the efficient and cost-effective delivery of human services in order to secure to the city's inhabitants the highest quality of life;

H. Develop a framework within which the city defines its role and sets priorities for allocation of resources in responding to human service problems and needs;

I. Prepare and recommend the adoption of a comprehensive, long-term human services master plan for the effective utilization of local residents in the delivery of human services; and

J. Perform such other duties and responsibilities as may be assigned to the commission from time to time by the city council.

2.40.050 - Compensation.

The members of the community services commission shall receive no compensation but shall be allowed necessary traveling and other expenses, provided the same shall have first been authorized and approved by the city council.
