East Palo Alto Municipal Code Art. I In General

The city council declares that efficient and responsible administration of city government requires the organization of city departments into that number thereof which results in the greatest benefits and accountability to the people of the city at the least expense, both in terms of costs and time. Such organization may entail at the same time the consolidation of pre-existing departments, the elimination of some thereof, and the creation of new departments with greater or differing supervisory responsibilities. It is to this end that the following organization is enacted, with the full realization that subsequent events may require the amendment and alteration thereof.
