10.08.110 - Passenger loading zones described—Parking or stopping prohibited.¶
The portions of city streets, roads, avenues, ways, places or other thoroughfares and highways and portions thereof hereinafter described in this article are passenger loading zones.
It is unlawful for the operator to park or leave standing any vehicle whether attended or unattended in that space adjacent to the curb on any of the portions of streets and roads described in this article where appropriate signs and markings are installed and maintained as provided in Section 10.08.120 of this code for a period of time longer than is necessary for the loading and unloading of passengers, or for the purpose of depositing mail in an adjacent mailbox, providing such loading or unloading, or such depositing of mail, shall not consume more than five minutes in any hour of any day.

10.08.120 - Signs and markings.¶
The passenger loading zones provided for in this article shall be indicated by the city engineer and/or director of public works on the portions of city highways hereinafter described in this article by placing and maintaining white paint upon the entire curb surface within each area so designated and by placing and maintaining adequate signs or curb stencilling in the area so designated.
