6.14.010 - Distribution—Restrictions generally.¶
It is unlawful for any person to distribute or throw upon any sidewalk, alley, street, park, or other public place, in the city, or in any automobile, truck, trailer, or automotive vehicle, being upon any public street, alley, driveway or park, not in possession or control of the person so distributing the same, any advertising sample, handbill, dodger, circular, booklet, or other notice of commercial advertising.

6.14.020 - Distribution—On prohibition-posted premises.¶
It is unlawful for any person to distribute or throw upon any private yard, lawn, driveway, vacant lot, porch, or steps of any residence, or in or upon or in any part of any structure located thereon, in the city, not in the possession or control of the person so distributing the same, any advertising sample, handbill, dodger, circular, booklet, or other notice of commercial advertising where the owner, tenant, or person in possession thereof has posted upon such property a notice forbidding the throwing and distribution of the same, or any part thereof, upon said property.

6.14.030 - Newspapers and magazines excepted.¶
The provisions of this chapter shall not be deemed to apply to the distribution and delivery of any newspaper or magazine having a general circulation to any dwelling house or place of business within the city, to persons who are regular subscribers to such newspaper or magazine.

6.14.040 - Distribution—License.¶
A. It is unlawful for any person to carry on, conduct, or engage in the business of distributing advertising matter, samples, dodgers, handbills, or other notices of commercial advertising in the city without first having obtained from the license collector a license to carry on and conduct such business.
B. Every person carrying on, conducting or engaging in the business of distributing advertising samples, handbills, dodgers, circulars, booklets, or other notices of commercial advertising in the city shall pay for such license the sum of five dollars per quarter, in advance.
C. The license fee specified in subsection B of this section shall be construed to apply to each and every person distributing or authorizing the distribution of such advertising matter, handbills, circulars, and other notices of commercial advertising.

6.14.050 - Violation—Penalty.¶
Any person violating any of the provisions of this chapter is guilty of a misdemeanor and shall be punished as provided in Chapter 1.16 of this Code.
