2.36.010 - Planning commission—Creation—Members.¶
A. There is created a planning commission of the city which shall consist of five members, each by who shall be appointed by each city council member.
B. All commission members shall be residents of the city during the entire term of appointment.
C. Any city resident interested in serving on the planning commission must submit an application.
D. Members shall serve at the pleasure of the respective appointing council member and may be removed at any time by informing the city clerk in writing.

2.36.020 - Planning commission—Selection of chairman—Duties.¶
A. The commission shall elect a chairman and a vice chairman among its appointed members for a term of one year and, subject to other provisions of law, may create and fill other offices as it may determine.
B. The commission shall hold at least one regular meeting in each month.
C. It shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings, and determinations, which record shall be a public record.

2.36.030 - Meetings—Technical advisors.¶
A. The director of community development, city engineer, city attorney, and the director of public works of the city shall attend the meetings of the planning commission as necessary and shall serve as technical advisors to the commission.
B. Each technical advisor may designate one of his or her assistants or deputies to attend the meetings of the commission in his or her absence.

2.36.040 - Meetings—Absence.¶
A. Should a member of the planning commission be absent for three consecutive regular meetings of the commission without cause, as determined by the commission, the office of the member or appointee shall be deemed to be terminated and the secretary of the planning commission shall immediately inform the city council of the termination.
B. An absence due to illness or an unavoidable absence from the city and written notice thereof to the secretary of the planning commission on or before the day of any regular meeting by the commission shall be deemed absence for cause.

2.36.050 - Compensation.¶
The compensation to be paid to the members of the commission shall be fifty dollars, not to exceed compensation for one meeting per month.

2.36.060 - Powers and functions.¶
The powers and functions of the city planning commission shall be as follows:
A. To hold hearings and hear all matters as prescribed in the zoning ordinance;
B. To conduct such other hearings as are provided by law, such as, but not limited to, the California Environmental Quality Act and in accordance with its own rules and regulations;
C. To report its decisions, findings and recommendations in writing to the city council;
D. To consider, formulate and propose surveys, maps and plans designed to provide for, regulate and direct the future growth, development and beautification of the city in order to secure to the city and its inhabitants better sanitation, adequate and suitable parks and open spaces, better transportation facilities, improved public service of all kinds, proper location of public buildings, and to secure a permanent and comprehensive plan for the most economic, healthful and harmonious growth of the city;
E. To have prepared and recommend the adoption of a comprehensive long-term general master plan for the physical development of the city;
F. To make in its advisory capacity, any and all recommendations to the city council relating to the above matters, including changes or amendments to the master plan or any portion thereof.

2.36.070 - Community development department—General plan consistency findings.¶
A. All general plan consistency findings required by Government Code Section 65402, as the same may be amended, shall be made by the community development director or his or her designee.
B. No general plan consistency findings shall be required for: (1) the disposition of the remainder of a larger parcel which was acquired and used in part for street purposes; (2) acquisitions, dispositions, or abandonments for street widening; or (3) alignment projects, provided such dispositions for street purposes, acquisitions, dispositions or abandonments for street widening, or alignment projects are of a minor nature.
