1-3 RULES OF CONSTRUCTION.

  • a. Tenses . The present tense includes the past tense and future tense, and the future tense includes the present tense.

  • b. Gender . The masculine gender includes the feminine and neuter.

  • c. Number . The singular number includes the plural, and the plural, the singular.

  • d. Shall and May . “Shall” is mandatory and “may” is permissive.

e. Computation of Time . The time in which action provided by this Code is to be done is computed by excluding the first day and including the last, unless the last day is a holiday, and then it is also excluded.
