2.66.010 Planning and Design Commission established.

There is hereby established the Planning and Design Commission which, in addition to the duties and responsibilities enumerated herein and throughout the City’s municipal code, shall assume all duties and responsibilities previously assigned to the Design Review Commission. 2.66.020 Membership.

A. During the transition period following the consolidation of the Design Review Commission and Planning Commission, the Planning and Design Commission may consist of up to seven members, comprised of the members of both the most recent Design Review Commission and the current Planning and Design Commission who choose to continue service. Through attrition, the membership shall be ultimately reduced to Jve members.

B. Three members of the Commission are preferred to be professionals in some Jeld of design, planning, or commercial property management within the City so long as no direct conKicts of interest exist between the role of a Commissioner and their professional position. 2.66.030 Meetings.

The Planning and Design Commission shall hold regular meetings in the City Council Chambers at City Hall on the second Tuesday of each month, commencing at 3:00 p.m. (Ord. 2025-05 § 3 (Exh. A), 2025)

2.66.040 Duties.

A. The Planning and Design Commission shall perform such duties as may be speciJed by ordinance or resolution of the City Council or by the laws of the State of California.

B. Further, the Planning and Design Commission shall study and report to the City Council upon any matter referred to it by the City Council and shall keep the City Council currently advised of all matters pending, and shall furnish any speciJc information, reports or materials which the City Council may request.

C. The Planning and Design Commission duties include considering and making determinations on all applications submitted pursuant to the design review process as established in this code.

D. The Planning and Design Commission may review proposed speciJc plans used to implement the City’s General Plan, from the standpoint of the environmental design review process, and may prepare and recommend to the City Council a “design element” to be included in the General Plan.

E. The City Council may, from time to time, assign other duties and responsibilities to the Planning and Design Commission as the City Council sees Jt. (Ord. 2025-05 § 3 (Exh. A), 2025)

2.66.050 Appeal of Fnal decision.

All Jnal determinations of the Planning and Design Commission shall be posted at City Hall and shall become Jnal 11 days thereafter unless a timely appeal is Jled to the City Council in accordance with the provisions of this code.
