2.02.010 Election and tenure.¶
A. The electors of the City shall elect Councilmembers at the general municipal election held every two years.
B. The general municipal election shall be consolidated with the Statewide general election. (Gov. Code § 36503.5)
C. Councilmembers shall each serve a term of four years, staggered to result in two seats being open at every general municipal election. (Ord. 1794)
2.02.020 Presiding oHcer.¶
A. The Mayor shall be the presiding oLcer of the City Council.
B. The City Council shall consider the selection of one of its members as Mayor Pro Tempore.
C. The Mayor Pro Tempore shall serve a term of one year, or until a successor for the position is chosen. Three aLrmative votes shall be required to choose or change the Mayor Pro Tempore.
D. In addition to the powers and duties of a Councilmember, the Mayor Pro Tempore shall be the presiding oLcer of the City Council in the absence of the Mayor. (Gov. Code § 36802)
2.02.030 Compensation.¶
- A. Each Councilmember shall be entitled to a salary in the amount of $1,187.50 per month.
B. In addition to reimbursement on demand and consistent with existing policies for extraordinary expenses and out-of-county expenses actually and necessarily incurred in the performance of oLcial duties, each Councilmember shall receive a monthly expense allowance of $150.00 for the normal expenses actually and necessarily incurred in the performance of oLcial duty within San Diego County.
C. As used in this section, “normal expenses actually and necessarily incurred” shall mean those costs associated with keeping, maintaining, repairing and fueling a privately owned or leased and reliable automobile for use when conducting oLcial business within San Diego County. 2.02.040 Regular meetings.¶
A. Regular meetings of the City Council shall be held on the Jrst and third Tuesdays of each month.
B. Regular meetings shall commence at 4:00 p.m.
C. If a regular meeting falls on a holiday, the regular meeting shall be held on the next business day. (Gov. Code § 54954)
D. Regular meetings shall be conducted in the City Council Chambers.
E. Upon notice to the public and news media, the City Council may designate another location for a regular meeting within the City limits. (Ord. 2036 § 2, 2013)
2.02.050 Rules of procedure.¶
The City Council may, from time to time, adopt by resolution rules of procedure for the conduct of meetings. These resolutions shall be compiled and maintained by the City Clerk and made available to the public and to the City Council during every meeting. (Gov. Code § 36813)
2.02.060 Orderly conduct.¶
A. Any person who fails to comply with a lawful direction given by the presiding oLcer for the purpose of maintaining order at a City Council meeting shall be guilty of a misdemeanor.
B. All persons shall comply with the meeting procedures announced by resolution of the City Council and no person shall interfere with or interrupt a City Council meeting.
C. The presiding oLcer may designate a member of the Coronado Police Department or other public oLcial to act as Sergeant at Arms who shall carry out the directions of the presiding oLcer and arrest persons violating this section.
