Sec. 6-3A.301. - Acceptable wastes.

Only acceptable liquid wastes as defined in Section 6-3A.102 shall be accepted. Questions regarding acceptability of liquid wastes shall be resolved with City prior to discharge. The City reserves the right to sample all liquid wastes prior to discharge and to disallow discharge of any unacceptable waste. City reserves the sole right and authority to determine whether or not a waste is acceptable for discharge. In the event there is uncertainty either as to whether a waste derives from a domestic source or as to whether it constitutes an acceptable liquid waste, City is hereby empowered to render a decision through the Sanitation Official, and the decision so made shall be final and binding.

Sec. 6-3A.302. - Unacceptable wastes.

Unacceptable wastes include, but are not limited to, the following:

(a) Pumpings from septic tanks receiving industrial wastes;

(b) Pumpings from cesspools receiving industrial wastes;

(c) Sand, oil and grease trap dumpings (restaurants, service stations, auto repair garages, car washes, etc.);

(d) Any industrial wastes;

(e) Wastes containing excessive solids, either suspended or dissolved;

(f) Wastes of pH 5.99 or lower;

(g) Wastes of pH 10.1 or higher;

(h) Waster softener brine pit dumpings;

(i) Any dumpings containing material which are prohibited by the City of Coalinga Sewer Use Ordinance;

(j) Any rummage containing materials in excess of limits established in the City of Coalinga Sewer Use Ordinance;

(k) Sand or rocks.

Sec. 6-3A.303. - Acceptance criteria.

(a) Acceptable liquid waste shall be derived exclusively from domestic sources and shall be comprised solely of acceptable liquid wastes. Grease trap, industrial septic tank, and car wash basin waste contents are hereby specifically declared to be not acceptable for discharge to the City sewer system. Liquid waste from an industrial business shall be accepted at the designated discharge site only if the business has been granted a discharge permit by City based on a determination that the septate in question constitutes solely acceptable liquid wastes from domestic sources.

(b) The pH level of acceptable liquid waste shall be between 6.0 and 10.0.

(c) The relative respirometer toxicity of acceptable liquid waste shall be less than or equal to 1.2.

(d) The total toxic organic concentration of acceptable liquid waste shall not exceed one thousand (1,000) parts per billion.

(e) Acceptable liquid waste shall comply with all general prohibitions and specific limitations set forth in Section 6-3.10 of this Code and shall not exceed any "action levels" as defined by the State of California Department of Health Services or the Fresno County Department of Environmental Health.

(f) The biological oxygen demand of acceptable liquid wastes shall not exceed one thousand (1,000) parts per million (p.p.m.).
