Sec. 6-3A.101. - Purposes.¶
These rules and regulations are formulated and promulgated for the purpose of establishing the location, schedule, procedure, fees and other conditions pursuant to which the discharge of hauled liquid wastes shall be permitted in the City of Coalinga. These rules and regulations are subject to change as deemed necessary.

Sec. 6-3A.102. - Definitions.¶
For the purposes of this chapter, unless otherwise apparent from the context, certain words and phrases used in this chapter are defined as follows:
"Acceptable liquid wastes" shall mean, subject to the provisions of Article 3 of this chapter, septic and cesspool waste from commodes, urinals, bidets, bathtubs, showers, sinks, laundry tubs and drains (plumbing sources), where such plumbing sources are used for the disposal of human waste and normal household waste such as food products and bathing, cleaning and household laundry soap residue.
"City" shall mean the City of Coalinga, a municipal corporation.
"Domestic sources" shall mean, subject to the provisions of Article 3 of this chapter, single and multiple residences (including motorhomes and travel trailers), hotels and motels, nonindustrial commercial office complexes, campgrounds, picnic grounds and day use recreation areas.
"Hauled liquid wastes" shall mean domestic wastes derived exclusively from domestic sources, generated by residential and commercial (nonindustrial) septic tanks and chemical toilets.
"Hauler" shall mean commercial liquid waste haulers registered pursuant to Section 6-3A.201, who dispose of liquid wastes and any driver of any vehicle hauling or discharging liquid wastes for or on behalf of such registered liquid waste hauler. The owner and operator of a motorhome, recreational vehicle, or travel trailer shall, for purposes of this chapter, be deemed to be a hauler and shall be subject to the same restrictions and requirements as a hauler.
"Sanitation Official" shall mean, the person or persons designated by the City Manager to administer the City's programs for the discharge of hauled liquid wastes.

Sec. 6-3A.103. - Title.¶
These rules and regulations shall be known and may be cited as the "Rules and Regulations Regulating the Discharge of Hauled Liquid Wastes in the City of Coalinga".
