2-10.1 Established; Membership.

There is established a Citizens Advisory Committee consisting of seven (7) regular members serving without pay, who shall be appointed as provided herein. The City Manager shall serve as an ex officio member of the Committee. (Ord. #61, S1; Ord. #2012-153)

2-10.2 Appointment Procedure.

Members of the Committee shall be appointed by the City Council. Each Councilmember may nominate one member to the Committee but approval of each shall be by majority of a quorum of the Council. The five (5) Committee members by majority approval shall then nominate persons to fill the two (2) remaining positions. (Ord. #61, S2)

2-10.3 Chairman and Vacancies.

The Chairman shall be selected by the City Council annually by its first meeting in July and vacancies shall be filled by the same procedure as Committee selection established in subsection 2-10.2.

2-10.4 Term of Office.

The term of office each Committee member shall be for one year, July 1 through June 30. (Ord. #61, S4)

2-10.5 Meetings and Rules.

Regular meetings of the Citizens Advisory Committee shall be held twice each month in the week prior to the regular City Council meeting on a day, time and location selected by the Committee. The Committee may hold special meetings as needed. a. Meetings of the Committee shall be conducted using Parliamentary procedures as outlined in Roberts Rules of Order; b. The Committee shall appoint one of the Committee members as Secretary of the Committee. The Secretary shall be responsible for the preparation of the minutes of each meeting. A copy of the minutes shall be signed by the Chairman and Secretary of the Committee and a copy presented to the City Clerk for records retention and further distribution to the City Council and appropriate staff members of the City of Clearlake. 2-10.6 Purpose, Powers and Duties.

The purpose of the Committee is to assist the City Council in establishing the needs of the community. The Citizens Advisory Committee shall make recommendations to the Council and initiate studies on such subject matters as are requested or approved by the City Council. The Citizens Advisory Committee shall arrange to have one or more of its members attend meetings directly affecting the residents of the City, including, but not limited to school board meetings, PTA meetings and any other type where matters relating to the City of Clearlake are concerned. No expression or opinion on behalf of the City may be offered or given by the Committee or any of its members without the prior approval of the City Council. (Ord. #61, S6)

2-10.7 Subcommittees.

Subcommittees may be appointed with the approval of the City Council or at the direction of the City Council to study particular matters. A subcommittee shall be comprised of at least two (2) Committee members and shall be automatically dissolved upon completion of the study for which it was established unless earlier terminated by the Committee or City Council. Members of subcommittees, other than those of the parent committee, shall be appointed under the provisions of subsection 2-10.2. (Ord. #61, S7)
