Sec. 2-268. - Established.¶
Pursuant to Government Code § 65000 et seq., there is hereby established a planning commission for the city.

Sec. 2-269. - Composition.¶
The planning commission shall consist of seven members who are neither officers nor employees of the city. The members shall be residents of the city.

Sec. 2-270. - Appointment.¶
(a) Appointment of regular members. Each member of the city council shall nominate one regular member of the planning commission, whose appointment is subject to ratification by the city council. If a vacant council seat occurs, the mayor will appoint an interim member to serve until a new councilmember is seated.
(b) Appointment of at-large members. The council shall, by majority vote, appoint two at-large members of the planning commission.

Sec. 2-271. - Terms of members.¶
(a) Regular and at-large members of the planning commission shall serve at the pleasure of the city council. Subject to the preceding, the term of office of each regular member of the planning commission shall be the same as the term of office of the councilmember who nominated the member, and the term of office of each at-large member shall be until the January next following the city's biennial regular municipal election. If a councilmember leaves office prior to the normal expiration of his or her term, the regular member nominated by the departing councilmember shall remain in office until replaced by the successor councilmember's nomination or until otherwise removed by the city council.
(b) No regular or at-large member shall serve more than eight consecutive years on the planning commission. An individual who has previously served eight consecutive years on the planning commission is eligible for reappointment to the planning commission after two years have passed. Each member, unless sooner terminated, shall serve until his or her successor is appointed and qualified.
(c) Partial terms shall not be counted for the purpose of determining if a member has served eight consecutive years on the planning commission. A partial term for a regular member is a term lasting less than two years. A partial term for an at-large member is a term lasting less than one year.

Sec. 2-272. - Jurisdiction.¶
Except as otherwise specified in Ordinance No. 97-01, as amended by Ordinance No. 97-13, the planning commission shall conduct hearings and shall make recommendations to the council on all planning matters, and when so provided the commission shall make determinations on planning matters which shall be final unless timely appeal is made to the city council.

Sec. 2-273. - Powers and duties.¶
The planning commission shall have all of the duties and functions as set forth in Ordinance No. 97-01, as amended by Ordinance No. 97-13, of the following:
(1) The policy planning commission;
(2) The project planning commission; and
(3) The zoning administrator.

Sec. 2-274. - Procedure.¶
The planning commission shall hold regular meetings during each calendar year at such time and place in the city as the commission may fix by resolution. In addition, the commission shall adopt rules for conduct of its meetings in accordance with law and prepare and maintain a public record of its transactions of business, which shall include its findings and determinations on matters within its jurisdiction.

Sec. 2-275. - Compensation.¶
Actual expenses reasonably incurred by a planning commission member on authorized commission business shall be reimbursed. The procedure for reimbursement shall be as set forth in the rules and policies of the city council. Each member of the planning commission shall be compensated for each meeting that he or she is called to serve and does serve. The amount of compensation shall be fixed by resolution of the city council.
