15.28.010 - Using certain vehicles for living purposes prohibited except in mobile home…

A. Except as provided under Section 18.66.0l0(F)(3) of this code, it is unlawful for any person to use, occupy or maintain for living purposes any house trailer, or mobilehome as those terms are defined in the Health and Safety Code of this state, or any recreational vehicle as defined in Title 18 of this code, on any area or tract of land within the city, unless such house trailer, mobilehome or recreational vehicle is located upon and within a state licensed mobilehome park or travel trailer park zoned for such use by the city.

B. No house trailer, mobilehome or recreational vehicle as defined in subsection A of this section shall be attached to utilities, sewer, water or power, except as such may be provided by state licensed mobilehome parks and travel trailer parks; nor shall they be used to provide living quarters while stored on the lot except as provided under Section 18.66.100(F)(3); nor shall they be used for a spare bedroom; nor shall they be used for an adjunct to normal rooms in a dwelling; nor shall they be used as a dwelling, even on multiple-family lots; nor shall the toilet facilities be used in any of the aforementioned devices on any lot within the city.

15.28.020 - Temporary permit requirements for use during construction of dwelling.

A. A temporary special permit for the use or maintenance of a house trailer, camp car, mobile home, trailer coach, travel trailer or camper for living purposes on a private lot during the construction period of a dwelling or building on such lot may be granted by the city council on recommendation of the building department for a period not to exceed six months. An extension of three months may be given such permit by the city council upon recommendation of the building department if the applicant can present sufficient proof, substantiated by the building department, that the construction period of the house is necessarily longer than the stipulated six-month period. No further extension may be granted.

B. A fee of three dollars shall be paid for each such temporary permit, and an additional fee of three dollars shall be paid for an extension.
