10.04.010 - Generally.

(a) The following words and phrases when used in this chapter shall for the purpose of this title have the meanings ascribed to them in this chapter.

(b) Whenever any words or phrases used in this title, and sections thereof are not defined in this, but are now defined in the Vehicle Code of this State, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used herein as though set forth in full in this section.

10.04.020 - Alley.

"Alley" means any unnamed public way having less than sixteen feet roadway width which has not been designated as a street.

10.04.030 - Holidays.

Holidays observed by the city are the first day of January, the third Monday of February, the last Monday of May, the fourth of July, the first Monday of September, the last Thursday and Friday of November, the twenty-fifth of December and any other day proclaimed by the Campbell city council as a holiday. Holidays that fall on Saturday will be observed on the preceding Friday and holidays that fall on Sunday will be observed on the following Monday.

10.04.040 - Loading zone.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.04.050 - Official standard time.

Whenever certain hours are named in this title, they shall mean standard time or daylight saving time as may be in current use in this city.

10.04.060 - Official traffic-control devices.

"Official traffic-control devices" mean all signs, signals, markings and devices not inconsistent with this title placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

10.04.070 - Official traffic signal.

"Official traffic signal" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

10.04.080 - Park.

"Park" means to stand or leave standing any vehicle, whether occupied or not otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

10.04.090 - Parkway.

"Parkway" means that portion of a street other than a roadway or a sidewalk.

10.04.100 - Passenger loading zone.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers and baggage.

10.04.110 - Pedestrian.

"Pedestrian" means any person afoot.

10.04.120 - Person.

"Person" means every natural person, firm, co-partnership, association or corporation.

10.04.130 - Police officer.

"Police officer" means every officer of the police department of this city.

10.04.140 - Stop.

"Stop" when required means complete cessation of movement.

10.04.150 - Stop or stand.

"Stop or stand" when prohibited means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

10.04.160 - Railroad.

"Railroad" means a carrier of persons or property upon cars, other than street cars, operated upon stationary rails.

10.04.170 - Railroad train.

"Railroad train" means a steam engine, electric or other motor, with or without cars coupled thereto, operated upon rails except street cars.

10.04.180 - Traffic.

"Traffic" means pedestrians, ridden or herded animals, vehicles and other conveyances either singly or together while using any street for purposes of travel.
