Sec. 2-2.201. - Planning Commission.¶
A Planning Commission hereby is established to perform planning and zoning functions on behalf of the City as required by state law and as assigned by the Council.
(a) The planning commission shall consist of five (5) members. Every member of the Planning Commission shall be a resident of the City. Any member of the Planning Commission may be removed from office by a majority vote of the city council.
(b) Planning Commissioners shall be designated in the City's Conflict of Interest Code.

Sec. 2-2.202. - Compensation.¶
Planning Commissioners shall receive $50.00 for each meeting of the Planning Commission attended up to a maximum of two (2) meetings in a calendar month. If approved by the Council, Commissioners may also receive reimbursement for reasonable travel and other expenses incurred while on City business.

Sec. 2-2.203. - Functions.¶
The functions of the Planning Commission shall be as follows:
(a) Study and make recommendations to the Council regarding the General Plan, and make findings of consistency;
(b) Develop and make recommendations to the Council regarding specific plans;
(c) Advise the Council regarding the city's proposed capital improvement program for consistency with the city's General Plan;
(d) Assist, advise and make recommendations to the Council regarding the City's zoning code and land use regulations;
(e) Recommend to the Council actions to be taken on proposed projects, or take final action on projects as authorized by this Code or state law;
(f) Hear and determine all applications for site plans, use permits, variances, lot splits, or other land use permits or approvals. Where final decision on a land use matter is vested in the Council, the Planning Commission shall make a recommendations to the Council for its consideration;
(g) Hear appeals of matters authorized in this Code to be appealed to the Planning Commission; and
(h) Undertake other duties as provided by state law or as assigned by the Council.
