§1559.3. Chief shall mean the issuing authority (as used in this chapter).

§1559.9 Issuing authority shall mean either the sheriff of a county, or the chief or other head of a municipal police department of any city or city and county, or the chief of a fire department or fire protection agency and their authorized representatives, provided that, in the event the designated issuing authority is the chief of a fire department or fire protection agency, such fire department or fire protec- tion agency is organized with regularly paid, full-time personnel. The governing body of any county, city or city and county shall designate one of the above as the issuing authority within its jurisdiction and shall notify the State Fire Marshal of the person so designated.

§1559.16 Public conveyance shall mean any railway car, street car, ferry, cab, bus, airplane or other vehicle which is carrying passen- gers for hire.

§1559.16 Person shall mean any person, organization, firm, corporation, association, city, county, city and county and state, and shall include any of their employees and authorized representatives.

§1559.16 Propellant-actuated power devices shall mean any tool or special mechanized device or gas generator system which is actu- ated by a propellant or which releases and directs work through a propellant charge.

§1559.16 Propellants shall mean solid propellants, commonly called smokeless powders, used in small arms ammunition, cannon, rockets, propellant-actuated power devices and similar devices.

§1559.18 Railway shall mean any tramway, steam, electric, diesel electric or other railway or railroad which carries passengers for hire on the particular line or branch in the vicinity where explosives are stored or where explosives manufacturing buildings are situated.

§1559.20 Tramway shall mean an aerial passenger tramway used to transport passengers by the use of overhead steel cables or by ropes, supported in one (1) or more spans.

§1559.21. US DOTn shall mean the United States Department of Transportation.
