10-20 - Authority.¶
The director of public works of the county may restrict the use of or close any county street or highway whenever the director considers such closing or restriction of use necessary:
(a) For the protection of the public.
(b) For the protection of such street or highway from damage during storms.
(c) During construction, improvement or maintenance operations thereon.

10-21 - Methods of closing or restricting use.¶
When, pursuant to section 10-20, a county street or highway is closed or the use is restricted, the director of public works may designate the restricted use or the closing of such county street or highway by:
(a) Erecting suitable barriers or obstruction upon such street or highway.
(b) Posting warnings and notices on or adjacent to such street or highway of the condition of any such street or highway.
(c) Posting signs for the direction of traffic upon it, to or upon any other street or highway, or detour open to public travel.
(d) Placing warning devices on such street or highway.
(e) Assigning a flagman to warn, detour or direct traffic on such street or highway.

10-21.1 - Seasonal closure of portion of Humboldt Road in the Jonesville Area.¶
(a) Closure. Humboldt Road, beginning at a point approximately one hundred (100) feet northeasterly of the entrance to the Jonesville Snowmobile Staging Area and continuing northeasterly three and nine-tenths (3.9) miles to the Butte County and Plumas County line, shall be closed seasonally to motor vehicles which are subject to registration pursuant to Division 3 (commencing with section 4000) of the California Vehicle Code. The period of closure shall be from January 2 through March 15 of each year. Provided, however, that the commencement and the end of the period of closure shall be modified by the director of public works so that closure will not commence until safe access by such motor vehicles is not feasible due to snow conditions and will not end until safe access by such motor vehicles is feasible.
(b) Signs and barricades. The public works director or designee shall erect suitable barriers or obstructions upon the road and shall post signs, as appropriate to advise the traveling public of the closure.
(c) Snowmobiles exempt. Snowmobiles issued a plate or device pursuant to section 38160 of the Vehicle Code may be operated or driven on the road during the period of closure.

10-22 - Penalty for violation of sections 10-21 and 10-21.1.¶
Any person who wilfully fails to observe any barrier, obstruction, sign, marker, warning, flagman, notice or direction placed or given under section 10-21 or 10-21.1 is guilty of a misdemeanor.
